Advanced Learner Loans and Repayment
Repayment ALL Repayment – Key Facts • There are a few essential messages learners should • understand about their loan and future repayments: • Advanced Learner Loans are not subject to credit checks • The loan will not appear on a credit files – however some lenders may ask about loans for large value applications (e.g. mortgage) • Repayment of the loan does not have to be made until the learner is earning over £25,000 a year gross (equivalent to £2,083 a month / £480 a week) • Repayment is calculated at 9% of income over £25,000 • Repayment will start in the April after the learner completes/leaves their course *The repayment threshold for Plan 2 customers (loans taken out from 1 September 2012) has increased to £25,725 effective from 6 April 2019. Access to HE Write Off • To be eligible for a “QAA Access to HE Diploma” loan write off, a student must: • Have taken out an Advanced Learner Loan for a “QAA Access to HE Diploma” course which they have completed • Be eligible to apply for support towards SFE funded course of Higher Education • This includes EU domiciled learners who are studying in England • Completed a HE qualification that was eligible for SFE funding
ALL Repayment i The repayment threshold for post-2012 (Plan 2) loans is set to rise to £25,725 from 6th April 2019 to 5th April 2020
ALL Interest Interest levels applied will depend on a learner’s income and circumstances: • Interest rate is: • Set at RPI Only Interest Rate: Retail Price Index +3% i The interest rate is updated once a year using the RPI figure from March which is carried forward and applied in September (3.3% for 2018/19) Income: Over £45,000 Interest Rate: RPI + up to 3% Income: £25,000 to £45,000 Income: Under £25,000 Interest Rate: RPI Only Interest Rate: RPI +3% During study until entering repayment
Repayment ALL Repayment • The first 'Your Student Loan Statement’ usually sent in the April after your learner completes or withdraws from their course • It will detail the balance, including any interest that has accrued since the first loan instalment was paid • Learners will continue to receive them annually thereafter • Learners can keep up to date with their current outstanding balance by logging into www.studentloanrepayment.co.uk

Exercise LP Details
Profile Information • SLC cannot change any of the details within the Profile section • If the Contract Manager information is incorrect, you should update the details on the UK Register of Learning Providers website • Notify the ESFA of the change via Loans.BUSINESSOPS@education.gov.uk • and copy in your Provider Manager • They will advise us of the change via the monthly update file • Full instructions can be found on our Quick Guide
Exercise • Please go to the Learning Provider Details tab • Navigate to the ‘Profile’ section and check the following information is correct: • Registered address • Bank details • Contract Manager details • Navigate to the ‘Contacts’ section and check that the contact information and • assigned roles are all up to date • Amend if necessary
Learning Provider Portal Learning Provider Portal SLC will communicate key messages and notifications via the home screen with varying levels of priority
Accessing Learner Information Accessing Applicant Information • Learner Search allows you to: • Conduct and view Learner/ • Learning Aim Search • Track submitted applications • and their applications states • Export learner details, payment • schedules and assessment • histories • Bulk upload ULNs • View newly approved work list
Detailed Learner Information Screen provides in-depth information and also allows LP Administrators to update information such as the ULN Field shows whether NINO has been received and verified by DWP - SLC cannot make payments until this is verified
Detailed Learner Information Detailed Learner Information Providers can see current and historical assessment information as well as application state Providers can see current and historical assessment information as well as application state Where further evidence is required clicking on the application state will show what information is outstanding
Learning Aim Details Selecting the Learning Aim Details section will present details on specific qualification information
Detailed Learner Information Payment cannot be made until NINO has been verified, ULN has been entered and provider has confirmed the learner’s attendance
Exercise • Please go to the Learner Search home screen and select ‘Export CSV Results’. Use the report to find out the following information: • How many 2018/19 learners are at an ‘approved’ state? • Of these approved learners how many are awaiting a NINO verification? • How many 2018/19 learners have been ‘auto-cancelled’?
Newly Approved Worklist The newly approved worklist can be located in your ‘Learner Information Home’ tab to allow you to track applications as they move to an approved state
Change of Circumstances – Pre Liability
Change of Circumstances Change of Circumstances Pre-liability – Learning provider has not yet submitted a positive attendance confirmation for a learner • The types of changes that can be made to a pre-liability application are: • Change of fee charged • Change of loan amount requested (decrease only) • Change of learning aim details • Change of learning provider • Cancellation • Re-instatement (this is only available is the application is cancelled)
Pre-Liability CoC • In order to complete a pre-liability CoC the application will need to be at one of the following work stages: • Approved or Approved Awaiting Signature • Cancelled • There are two ways in which a CoC can be performed: • Within an individual learner search • Via the CoC home tab Please note: In order to administer these changes you will require CoC user access and the Learning Provider must have a named CoC contact on the portal.
Pre-Liability CoC A CoC can be created for a single user from the Detailed Learner Screen
Pre-Liability CoC Alternatively CoCs can be submitted for single or multiple learners in one submission when accessed via CoC Home
Submitting a CoC After selecting a learner, from the Detailed Learner Information page select create CoC – the next screen will confirm the learners that have been selected
Submitting a CoC Select the CoC required and select ‘Add’
Submitting a CoC Effective Date cannot be in the future
Submitting a CoC Select the appropriate radio button to assign a contact against the CoC submission – this will be visible within the assessment history
Submitting a CoC You can review the change before you submit – option available at this stage to cancel
