Health warning and some observations • First (and early) reps’ survey: pilot/baseline data • Low participation (fifth of survey returns on concurrent right to request time to train survey) • Clear that awareness levels are low and detectable impact in the workplace is low: need to consider communication strategy • These are just early indications of • debt as foremost deterrent for learning participation at level 3 and 4 • loans product itself not well known but polarised opinion with some starting to see it favourably and others very negatively (may need to do further analysis) • So far, changes detectable only in a minority of cases to employer policies and college behaviour • Plans to repeat this exercise early next year to see how the situation has developed
