Project Rationale Numerous relevant eParticipation projects with diverse objectives, scope & expected results reflecting the stakeholders’ varying expectations This fragmented approach does not enable either to collectively address the key issues of the eParticipation paradigm or (and more importantly) to identify complementarities and eventually exploit synergies thus achieving economies of scale MOMENTUMaims to bridge this gap Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

The MOMENTUM concept The main contribution of the MOMENTUM project lies in the support action of creating a network of existing & new eParticipation projects funded by the EU in order to monitor, evaluate, consolidate and disseminate their results Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

The MOMENTUM Objectives (1/2) • Co-ordinating & integrating the eParticipation EU co-funded projects activities • Achieving close & sustained co-operation between the eParticipation projects partners • Assessing and comparing practices as addressed in the relevant eParticipation projects • Providing the necessary technological infrastructure to facilitate discussion, co-operation and data exchange • Ensuring growth and sustainability of the projects results by encouraging and motivating the projects to take advantage of the Momentum activities so as to expose their results to wider audiences and exploit synergies Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

The MOMENTUM Objectives (2/2) • Ensuring dissemination of the outcomes of Momentum to the widest possible audience for the benefit of all stakeholders including governmental institutions and citizens • Promoting the outputsof European Union eParticipation projects & initiatives towards stakeholders in the various member states and internationally • Ensuring that the knowledge and experience of eParticipation that already exists is systematically exposedand shared across key stakeholders to the benefit of all • Providing a focal point for eParticipation innovation and the dissemination of best practices Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

  8. eParticipation projects 2006/2007 • Greater Transparency • Making legislative text clearer & easier to understand, greatly improves the interaction between policy-makers and citizens • DALOS, SEAL, LEX-IS & FEED improve the legislative process by: • Facilitating the writing of coherent texts • Supporting the drafting of amendments • Making texts more comprehensive for non-specialists Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

Summary of Key findings so far (1/2) • Legislation Phase: • Formation and draft legislation stages are the most common phases focused by most projects • Level of Participation: • Most projects focus on EU level concerning the level of Legislative Process while local &national legislation processes are still of a lower interest • Deliberation Subjects: • Most popular theme is Environment, as it is target-theme for 46,15% of the projects, while Consumer Protection and Energy issues are also very popular • Participation Methods: • Most projects are focusing on Information Provision & Consultation methods of eParticipation. Opinion Polling, Deliberation and Decision Making are also very popular Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

Summary of Key findings so far (2/2) • Technologies: • Web portal is the most deployed tool while Content management Tools, Consultation Platforms Forums, Deliberative Survey Tools and Weblogs are also very important eParticipation tools that many projects are using • Stakeholders & Actors: • Main stakeholders are: • The European Parliament • 22 Regional / Municipal organisations • 7 National Parliaments • Main actors involved in the projects are: • Citizens, MEP’s and Regional/ Municipal Organizations are the most targeted pilots actors Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008

Momentum Added Value to eParticipation Projects • MOMENTUM key activities • identify eParticipation project needs • identify projects complementarities & eventually exploit synergies thus achieving economies of scale • set up the MOMENTUM portal • develop a consolidated corpus of material resulting from the projects • organise concertation events • identify key experts in the eParticipation community • organise workshops on specific topics • identify key dissemination opportunities • develop dissemination material Information Day on the eParticipation Call for Proposals 2008, 20th of May, 2008
