    4. 4 DCO/DCE METL(1 of 3) Conduct Civil-Military Ops (CMO) (Art 6.14) Condition: DCE assigned to FEMA Regions to establish liaison with local, state, tribal, and federal agencies to facilitate the rapid deployment of DoD capabilities ISO of DSCA/HLD operations. Standards: Yes/No: Liaison conducted within the AO contributes to accomplishment of the mission of US Forces. Yes/No: Establish information system interconnectivity between organizations within the AO. >75%: Number of assigned EPLO liaison positions filled (Benchmark 75%) >80% of allocated days: Sufficient number of EPLO training days IOT perform mission (Benchmark TBD) Yes/No: 6/6 DCE positions filled and trained Establish and Conduct Coordination and Liaison (7.5.1) Condition: DCE assigned to FEMA Regions to establish liaison with local, state, tribal, and federal agencies to facilitate the rapid deployment of DoD capabilities ISO of DSCA/HLD operations. Standards: Yes/No: Battlebooks reviewed semi-annually by DCO/E. Yes/No: Gaps and vulnerabilities identified by REPLOs and EPLOs. Provide Interface/liaison Between US Forces and Local Authorities/ Non-Governmental Organizations (6.14.1) Condition: DCE assigned to FEMA Regions to establish liaison with local, state, tribal, and federal agencies to facilitate the rapid deployment of DoD capabilities ISO of DSCA/HLD operations. Standard: Yes/No: Identify, coordinate with key civilian agencies and officials within the AO. Identify Local Resources/ Facilities/ Support (6.14.3) Condition: DCO directs EPLOs (in concert with DCE) to evaluate DoD facilities and coordinate for potential use in DSCA operations. Standards: Yes/No: SEPLOs provide annually updated State Battlebook to DCO/E. Yes/No: SEPLOs provide annual BSI briefings for all major installions in Region IAW FORSCOM Reg 140-5.

    5. 5 DCO/DCE METL(2 of 3) Conduct Tactical Deployment/ Redeployment Activities (Art 2.1.2) Conditions: Notification received from higher headquarters and/or FEMA concerning a natural disaster or terrorist event prompts activation of a DCE. Response times and sequences will vary upon the type of incident. Standards: Yes/No: Unit loads its designated operational lift / strategic systems in accordance with the force deployment plans. Yes/No: Task organize the DCE IAW FCO timeline based on mission, concept of operations, available lift, and other resources. Yes/No: Echelon the DCE(+) based on mission, concept of operations, available lift, and other resources. Conduct Alert and Recall (2.1.1.1) Condition: Notification received from higher headquarters and/or FEMA concerning a natural disaster or terrorist event prompts activation of a DCE. Response times and sequences will vary upon the type of incident. Standards: Yes/No: DCE musters its assigned personnel to include REPLOs/EPLOs at the designated location within the designated time. 6 hours: DCE Augmentation package requested from ARNORTH tailored to the mission. Conduct Advance Party Ops (2.3.1.1) Condition: Notification received from higher headquarters and/or FEMA concerning a natural disaster or terrorist event prompts activation of a DCE. Response times and sequences will vary upon the type of incident. Standards: Yes/No: Advance party deploys with FEMA ERT-A in advance of the DCE main body to accomplish its assigned responsibilities. Yes/No: Advance party sets conditions for the DCE main body to deploy successfully. Conduct Redeployment Activities (2.1.2.3) Condition: Notification received from higher headquarters and/or FEMA concerning a natural disaster or terrorist event prompts activation of a DCE. Response times and sequences will vary upon the type of incident. Standard: Yes/No: DCE monitors transition criteria and coordinates with FCO/NORTHCOM for transition instructions.

    6. 6 DCO/DCE METL(3 of 3) Conduct Domestic Support Ops (8.4.1) Condition: DCE responds to an event (natural / man-made disasters, NSSEs) as directed or ISO the primary federal agency to conduct DSCA/HLD operations in austere conditions due to lack of infrastructure wherein DCE will have to self support during initial entry and may require external support for an extended period of time. Possible CBRNE environments exists. Foreign and Domestic Terrorists could be present. Standards: Yes/No: Receive, gather and disseminate critical information concerning the event to the Commander, DoD Installations, USARNORTH, FEMA, and other State / Federal agencies as applicable. Yes/No: Plan for and assume operational control of incoming units / resources. Ensure units / resources are provided adequate life support arrangements and are aware of planned and potential disaster relief missions. Yes/No: Establish and monitor transition criteria IAW higher HQ guidance / directives. Establish and Conduct Coordination and Liaison (7.5.1) Condition: Same as above Standard: Yes/No: Coordination of plans and synchronization of actions between DCE and subordinate forces. Establish Command Post Ops (7.1) Condition: Same as above Standards: Yes/No: Communications between supported agencies, NORTHCOM, and ARNORTH established. Yes/No: Respond to requests for information on the agency’s Action Request Form (ARF) or redirect ARF to appropriate source. Process the ARF/ validated Mission Assignments (MA) from supported federal agency, forward to higher HQ, and provide status IAW FCO priorities. Yes/No: Battle Rhythm between supported agencies, NORTHCOM and ARNORTH established. Monitor Situation or Progress Ops (7.3.1) Condition: Same as above Standard: Yes/No: Relevant information collected accurately reflects the situation or progress of the operation and supports decision making. Evaluate Situation or Operation (7.3.2) Condition: Same as above Standard: Yes/No: Tracking of approved Mission Assignments for the degree of mission accomplishment and the percentage of allocated funds spent. Task Organize/ Organize for Ops (7.5.3) Condition: Same as above Standard: Yes/No: Designate duty locations of assigned REPLOs and EPLOs.

    13. 13 Admin Notes All personnel will adhere to battle-rhythm. (Right Place, Time, Uniform, Attitude) Attachment / OPCON to DCE is in effect until released by DCO / Deputy or rescinded by USARNORTH Commander. Eating & drinking are authorized in the TOC as long as discipline is maintained. (Drinks must be in a covered container) No one is authorized to enter State EOC without prior approval from DCO, Deputy, or Ops Officer. No such thing as a dumb question. Accountability (All SEPLOs/Augmentees will inform LTC Seawright/LTC Miller, when departing the AO).

JRMPO (LtC Cutts & LT Dumas) – Health & Medical SME, Mass Care, staff all medical MAs. JAG (Mr. Langham) – SME on legality of operations/RFAs. 9. PAO (LTC Durham) – SME on outgoing messages, monitor media coverage of events, & eGram. 10. Logistics Officer (Mr. Cilek) – Logistic SME, monitor BSI/RSOI Operations, and ISB (NLSA) operations; staff all LOG MAs. 11. SAR/Air Ops/Airspace Planners (LCDR Thors/CDR Bouve/LTC Rouleau) – Integrate into the FEMA/State Air Ops Branch, SME on all SAR, Air Operations, and Airspace matters; staff all AVN MAs.
