MG NREGA Online MISAchievement • State Govt. have made mandatory online reporting since 1st January, 2008. • Only online figures for physical and financial progress from the field is accepted by State. • M.P.R. is generated from online MIS. • Proactive disclosure of information to all stakeholders through http://nrega.nic.in

ZillaPanchayat Level (30 DRDAs) Experienced IT professionals Young and energetic IT professionals – B.E./MCA Intermediate Panchayat Level (314 Blocks) Young and energetic IT professionals – B.E./MCA Additional IT man power – DOEACC ‘O’level/DCA Trained non-IT professionals Gram Panchayat level (6234 GPs) GamRozgarSevaks having working knowledge in IT or ‘O’level qualification. Rs.2000/- per GP has been allowed for content management of GP and uploading to websites. ICT Infrastructure

  10. MoU signed with SBI for implementation of Electronics Benefit Transfer (EBT) for payment of wages through Business Correspondent (BC) model. In the 1st phase 1000 GPs are operating through “Banking Outposts” at GP hqrs. of 3 Districts namely Ganjam, Gajapati and Mayurbhanj. Other 8 districts allowed to Union Bank of India. ICICI has proposed for another 3 districts. Electronics Benefit Transfer (EBT)

  11. BC appoints Customer Service Providers (CSPs) in each GP. Each CSP is provided with a Mobile phone –GPRS and a hand held device by BC. Each GP/CSP is attached to a Link Branch (Nearest Branch). The ID to the CSP is provided by the BC . The CSP does the enrolment of all MGNREGA beneficiaries in the GP with bio-metric devices and sign the account opening form (no frills account) Link Branch updates MGNREGS wage earner account by getting wage list from Block. CSP disburses the wages to the MGNREGS wage earners in “Banking Outpost” located in GP HQs. through Bio-metric authentication. EBT - Process

  12. EBT Achievements so far • Target – 1000 GP • CSP functional – 972 • Disbursement started – 166 GPs • No. of jobseekers enrolled – 7,16,160 • No. of Accounts opened – 5,79,220 • No. of transactions – 43,647 • Total disbursement – Rs 4.01 Cr.

  13. Grievance Redressal Orissa Govt. have set up an Integrated Grievance Redressal System (IGRS) SanjogHelpline (Toll free no. 1800 345 6770 and 155335). It addresses the grievances of following schemes. MGNREGA PMGSY RWSS Can be customized for other schemes.

DPC • Collector & DM –cum- DPC, NREGA • Director(Spl. Projects) and Addl. Secy to Govt., PR Deptt.

  15. ICT Pilot Project - NReGA-pay (Use of Biometric Devices) The Biometric device captures the work demandfrom the jobseekers who are issued with a dated receipt instantly. Work Allocationnotice within 3 days, acknowledgement recorded in the same Biometric device. The Biometric device enabled with GPS records the attendanceof the jobseeker along with longitude and latitude of the worksite. According to his attendance and measurement by the JE, the muster roll and wage list is prepared and transmitted to the concerned Post/ Bank branches, for payment of wage within 15 days. The above process works with synchronization with NREGASoft. The GP is provided with two nos. of Biometric devices enabled with GPS, one laptop enabled with GPRS web access and one small dot matrix printer.

National Rural Employment Guarantee Scheme CONCLUSION: The successful implementation of this pilot project would help in • Improving the overall efficiency of the scheme. • Effective financial inclusion of all the citizens and automated electronic wage disbursement. • Setting an example for the other State Governments for successful implementation of NREGA. • Creating awareness amongst People at the grassroots level about the Government’s citizen centric approach.

Gram Panchayat Computerisation • All the GPs have already been supplied with Desktop, Laptop, Printer, MS Office package etc out of 12th Finance Commission Grants, • The 13th Finance Commission have emphasized on maintenance of accounts, conducting audit in each GP, entering into prescribed accounting software. @ 2000/- per month per GP has been provisioned. • Out of this, 500/- per month for each G.P. for operation and maintenance of computers and other consumable peripherals shall be released directly to Gram Panchayats. • A 20 seated digital database management system with LAN has been setup in all the 314 blocks out of 12th Finance Commission Grant. • A sum of 20,000/- per year per block is being provided for maintenance of the above infrastructure out of the present grant.
