    2. ACQUIRING BIS LICENCE

    3. HOW TO GET BIS LICENCE FOR THE BENEFIT OF INDUSTRY BUREAU OF INDIAN STANDARDS ( BIS) HAS SIMPLIFIED THE SCHEME FOR GRANT OF BIS LICENCE THERE ARE TWO SCHEMES 1) SCHEME 1 Foreign Manufacturers Scheme Indian Importers Scheme

    4. IMPORTANT POINTS IN THE SCHEME Applicant is required to furnish the test report (s) of the sample (s) got tested by them in the laboratories along with the application and requisite fee. List of approved laboratories from where samples could be got tested has been put in the BIS home page which can be seen at www.bis.org.in

    6. THE SCHEME HAS TWO OPTIONS a) Application along with Self evaluation form, Test Report (s) from a recognized independent lab, Testing & Manufacturing facilities verified by a CHARTERED ENGINEER with an application fee of Rs 1000.00 only + S T as applicable

    7. b) Application along with Self evaluation form, Test Report (s) from an independent lab, Testing & Manufacturing facilities with an application fee of Rs 1000 + 4000.00 (Visit fee) only + S T as applicable

    8. In case the testing laboratory for the required product is not listed in the approved list given in above site the samples can be got tested from : a) All BIS accredited laboratories. b) Labs of CSIR, ICAR and other similar laboratories. c) All labs under control of Central Govt. like NTH, RTC etc. d) All labs under control of State Govt. which are NABL accredited.

    9. e) All Labs of National Level Institutions like IITs, National Metallurgical Institute etc. f) Labs of Department of Central Universities. g) Labs of National Institute of Technologies.

    10. FIRST OPTION VERIFICATION OF APPLICATION & FACILITIES BY CHARTERED ENGINEER

    11. Application duly certified by a Chartered Engineer to be submitted to concerned BIS office. The licence then shall be granted after scrutiny of the documents and report submitted by Chartered Engineer. By this procedure the licence is expected to be granted same day of receipt of application by BIS, provided all required documents are furnished and found satisfactory.

    12. After grant of licence surveillance visit will be paid by an inspecting officer from Bureau of Indian standards, who will verify the manufacturing and testing facilities and carry out factory testing of the product.

    13. A sample is also drawn for independent testing if every thing is found satisfactory licence will continue. If the sample is found failing, marking shall be stopped immediately and a notice for cancellation of Licence shall be given. Decision on cancellation shall be taken based on the merit of the case and as per BIS Act, Rules and Regulations.

    14. THE SECOND OPTION VERIFICATION OF FACILITIES BY INSPECTING OFFICER OF BUREAU OF INDIAN STANDARDS

    15. Application duly filled along with Self- Evaluation cum Verification report-Test Report from independent lab along with fee is submitted to BIS office. The documents are scrutinized. The licence shall be granted after a visit is paid to the firm by an inspecting officer. The purpose is to verify capabilities of the organization with respect to Manufacturing and Testing facilities and competence of Quality of Assurance Personnel.

    16. During the visit, sample(s) of product from regular production is also tested, sealed for Independent Testing in BIS approved laboratory. The case will be reviewed on receipt of the reports. If the sample is found failing, marking shall be stopped immediately and a notice for cancellation of Licence shall be given. Decision on cancellation shall be taken based on the merit of the case and as per BIS Act, Rules and Regulations.

    17. WHAT DOCUMENTS ARE TO BE SUBMITTED FOR GETTING BIS LICENCE

    18. Application (Form 1) (to be submitted by the applicant) Self Evaluation Report (Form II) (to be submitted by the applicant along with application) Verification of the Self Evaluation Report (by BIS-Section B of Form II/by Chartered Engineer - Section C of Form II) Test report (s) submitted by the applicant meets the criteria of the ISS applied for (Verification to be done by BIS). Test report (s) submitted shall not be older than one month covering all requirements including long term tests, if any and tests on all raw materials (conformity of which have been specified as mandatory in the relevant Indian Standard).

    19. Testing shall be got done according to the relevant ISS from any of the labs indicated above for the particular product. Where applicant is using BIS Standard Marked raw materials, the applicant shall not be required to furnish test report of these raw materials. However, verification of such raw materials shall be done by BIS officer during verification visit/surveillance visit (if verification is done by Chartered Engineer) and samples of the same may be drawn for testing in BIS or its recognized laboratories as a market sample.

    20. For products, where there is no testing facility available in any of the laboratories indicated above, licence shall be granted based on testing in the factory for which the applicant should have Complete testing facility in-house for all tests as per related Indian Standards.

    34. VALIDITY OF LICENCE The initial validity period of the licence is one year. Licence can be renewed for further period of one/two years, subject to satisfactory operation of licence as observed during periodic inspections, factory & independent testing of samples drawn from factory and market. The licensee shall apply to BIS on the prescribed Renewal Form along with renewal application fee of Rs. 500/- and annual licence fee of Rs. 1000/- and advance minimum marking fee.
