FGR Company Certification Scheme F Gas Registration Ltd (FGR) have agreed with DOEHLG to operate as a Certification Body under the Stationary RAC and Fire Sector equipment provisions of the EU Commission 303 (RAC) and 304 (Fire) of 2008 • One Certificate will cover both. • The Regulation is mandatory under Law

Application process and certification standards To obtain an F gas certificate, businesses must prove that all employed Refrigeration and/or Fire Sector engineers are competent (trained to the recognised standards) to carry out their work Important to Note that this is a Self-Declaration scheme for companies but still obligatory

  3. Applications for certification There are currently two levels of certification: Interim Certification Up to 4 July 2011 businesses may choose to obtain an Interim Company Certificate. Interim Certificates are non-renewable and must be replaced by a Full Certificate by 4 July 2011 at the latest. The required qualifications in Interim Period are at least City & Guilds 2078 (After 4/7/2011, C&G 2079 or FETAC Level 5 Ref.: 5S108) N.B.: This does not apply to the Fire Sector (Interim expired after July 2010).

  4. Applications for certification B) Company Certification (Full) By 4 July 2011 all businesses must hold a Stationary Equipment Qualification Company Certificate . Full Certificates are valid for one calendar year and must then be renewed. Those businesses with engineers holding the new qualifications shown below can apply for a Full Certificate without the need to apply for an Interim Certificate To apply for full certification, businesses will need to provide: basic information about the business a list of employed engineers holding an appropriate stationary equipment qualification in handling F-gases. The required RAC qualifications are City & Guilds 2079 categories I-IV or FETAC Level 5 (Special Purpose Certificate in Handling F-gas Refrigerants 5S0108 4 levels) The Fire Sector, FETAC Level 5 (special certificate in handling F-gas extinguishants 5S0110) All business’ must demonstrate that it employs a sufficient number of in-scope employed engineers to cover the expected volume of in-scope business activity. Proof that appropriate recovery systems and F-Gas handling procedures are in place and in use.

  5. How much do certificates cost? Interim Full Sole Trader €100.00 + Vat €150.00 + Vat 2-10 employees €200.00 + Vat €300.00 + Vat 11+ employees €350.00 + Vat €500.00 + Vat* Applies with Engineering skills to City and Guilds 2078 qualifications only. **Applies with Engineering skills to City and Guilds 2079 or FETAC qualifications only.

  7. When do I need to apply? The timetable specified in the Commission Regulation 303/2008 is as follows: An interim company certificate must be held from 4th July 2009. A full company certificate can be applied for from 4th July 2009 but must be held by 4th July 2011. The timetable specified in the Commission Regulation 304/2008 (Fire Sector) is as follows: An interim company certificate must be held from 4th July 2009. A full company certificate can be applied for from 4th July 2009 but must be held by 4th July 2010.

Is my contractor registered? • A full listing of all registered Refrigeration, AC and Fire sector contractors is available from www.fgasregistration.ie • This will enable all F-gas owners to: • Check if their chosen contractor is registered • Seek a registered contractor to carry out their work.

Is this “just” another Government ledCost Scheme This Scheme is designed to ensure that Companies Installing, Servicing and Maintaining your refrigeration and Fire packages are suitably qualified to work on your F-Gas equipment. The F-Gas Certificate indicates the level of expertise each company has by the application process and awarded rating on the Certificate. It also ensures that the correct procedures, equipment and knowledge are existing within the approved companies to Safely carry out the required works. This F-Gas Certification scheme protects your business through ensuring the expertise of approved F-Gas companies.

  14. Ongoing Audit of Business Businesses that have and/or operate F-Gas systems may be subject to an EPA on-site audit at any time. Businesses may also be selected for audit following a 3rd Party complaint. The purpose of the audit is to: a) Ensure and authenticate the Legislative requirements are adhered to, and b) ensure that the certification standards are maintained.

  15. What Does This Mean to Owners of F-Gas Systems • As part of your compliance with the F-Gas regulations it is a Legislative requirement that Companies who Install and/or Maintain F-Gas systems on/in your business must be Registered under the F-Gas registration scheme. • During an EPA audit of your business you/your contractor will be asked to show a copy of the F-Gas Company Certificate. • Without this Certificate your Business will receive a NON-COMPLIANT rating during the EPA Audit. • In the event that the items highlighted during the EPA audit are not addressed within the given timeframe your business could be subject to a fine or legal action.
