UCR Registration Form( The 2022 UCR REGISTRATION PERIOD IS NOW OPEN ) Biennial Updates: Federal Motor Carrier Safety Administration (FMCSA) requires all entities under its jurisdiction to update their information every two years. You are required to provide this update every two years even if your company has not changed its information, has stopped interstate operations since the last update, or is no longer in business and you did not notify FMCSA. You now have a filing schedule when to update your MCS150 form. UCR registration The Unified Carrier Registration (UCR) Program is a federal law that requires individuals and companies that operate commercial motor vehicles in interstate commerce to register their business with Nebraska and pay an annual fee based on the size of their fleet. The Unified Carrier Registration (UCR) applies to all states in the continental United States and the provinces of Canada (if the Canadian carrier travels in the lower 48 states, Unified Carrier Registration (UCR) is required), if the state or province in which your principal place of business is located, does not participate in the Unified Carrier Registration (UCR) program, you may choose another state in which to register. Nebraska will accept

  2. applications from individuals and companies located in Missouri, Manitoba and Ontario along with individuals and companies located in Nebraska. The UCR Registration form fees are based on the number of commercial motor vehicles you reported on your last Form MCS-150 or the total number of commercial motor vehicles owned and operated for the 12- month period ending June 30 of the year immediately prior to the year for which the UCR registration form e-filing is made. This includes owned and leased vehicles (term of lease for more than 30 days). The UCR form replaces both the Single State Registration System (SSRS) and the Nebraska Interstate Registration (Bingo Stamp) program. If you operate a truck or bus in interstate or international commerce, or if you make the arrangements for the transportation of cargo and goods, the registration requirements of the Unified Carrier Registration Agreement (UCR) Unified Carrier Registration applies to your business The UCR Form requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with their home state and pay an annual fee based on the size of their fleet. Companies operating solely as brokers, freight forwarders or leasing companies are also required to register both motor carrier services as well as broker, freight forwarder or leasing services are required to pay the fee level set at the motor carrier level. Motor private carriers of passengers only are not required to register and pay fees under the UCR registration . The revenues generated will be used for enforcement of motor carrier safety programs

Who Must File Under UCR Registration Form ? 2022 UCR registration form requires the following types of commercial carriers to file: ● For-hire motor carriers transporting property in interstate commerce, and commercial motor vehicles that have a gross vehicle weight rating, or gross vehicle weight, of at least 10,001 pounds, whichever is greater; ● For-hire motor carriers transporting passengers in interstate commerce in commercial motor vehicles designed or used to transport more than eight passengers (including the driver); ● For-hire motor carriers transporting hazardous materials in interstate commerce and transported in a quantity requiring placarding; ● Motor private carriers transporting property in commercial motor vehicles that have a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds which is greater; ● Brokers; ● Freight forwarders; or ● Leasing companies.   4. ●All UCR registrations must be completed electronically through the National Registration System (NRS) at UCR registration there are no paper forms or invoices ●The NRS accepts payments by credit card, debit card or electronic check ●Check payments can be mailed to the NRS along with a printed voucher ●All UCR registration form payments sent to MoDOT Motor Carrier Services will be returned ●UCR form is good for one calendar year and must be renewed annually. Which vehicles to file ucr registration form ? For the fee tables linked below, count only commercial motor vehicles that are power units, and that operate in interstate or international commerce. 1.Commercial motor vehicles: A "commercial motor vehicle" is a self-propelled vehicle used on the highways in commerce principally to transport passengers or cargo, if the vehicle: ○has a gross vehicle weight rating or gross vehicle weight of 10,001 pounds or more, whichever is greater; or ○is designed to transport 10 or more passengers (including the driver); or ○is used in transporting hazardous materials in a quantity requiring placarding. 2.Power units only: Count only power units – trucks, truck tractors and buses. Do not count trailers. 3.Interstate or international vehicles only: Count only vehicles operated interstate or internationally. Exclude intrastate vehicles from your count.
