CREPC Mission - RESP 10/2009 • The mission of CREPC is to enhance the operational readiness of member governments to handle hazardous materials incidents and all types of emergencies • Plan is based on shared values: • Willingness to share • Concern for everyone • Fiscal responsibility • Patient sense of urgency • Agenda free atmosphere

  7. Planning • Strategic – (getting from A to B) • Regional Strategy, aka Urban Area Security Strategy • Governance – (rules of the road) • CREPC/LEPC • REPT • UASI • RESP – (operations planning-functioning) • Response Annexes

  8. Training • Developing 3 year Training and Exercise plan through • Training and Exercise Planning Workgroup (TEPW) • Capabilities based • Prioritizing what we need to get from A to B

OperationsThis is the biggee • When we say operations we mean; • Coordination (resources and information) • RCC operations (multi-agency coordination center model) • Basic ICS structure • Through RESF structure • Operations Support Section • Manage resource requests from community, IC, or organization

  10. What’s Been Going On • Number of events in Region / State • Haz Mat calls • Barricaded suspect / hostage • Kleen Energy • Severe weather / storm events • Led to numerous AARs, “conversations”, and meetings…..where was CREPC…..

  11. What CREPC Did • Facilitated – 3 discussions – conducted 1 AAR (IMT) • Worked with; UAWG, ESF-8, ESF-5, ESF-2, IMT, ESF-5 Duty Officers

What CREPC Did – cont’d • CREPC conducted 1st “Going Forward” meeting with ESF-Chairs / CREPC Duty Officers/ IMT / DEMHS – 3/12/10 • Each participant had an opportunity to speak about events in general and Kleen Energy incident specifically – “timed” • If at event 1 minute • If not involved 30 seconds

CREPC Responsibilities Provide leadership / guidance Be self-disciplined Prioritize investments Responsive to requests Responsive to regional needs Follow NIMS / ICS Funding oversight Functional training (drills /exercises) ESF Role / who is in charge LEPC Planning Maintain resource directory Training Funding – regional initiatives Develop AAR/IPs – maintain fidelity of process and follow up Information – collection and dissemination (meetings / other media)

Expectations of CREPC Following identifies what CREPC leadership saw as expectations of CREPC from “the outside” • Municipalities – solve problems for disasters, response and planning; serve as LEPC; fill the county government gap; conduct drills and exercises, equipment funding • Provide a Regional planning “model” • State – Regional resource support / collaboration / sharing • Provide resources others don’t have (CREPC has “internal” expectation “we will be used” – doesn’t always happen • RESP activation means “we” (locals) lose control • Manage grants • Knowledgeable / professional • Collaborative
