3. Purpose To support the effective delivery of adult education and literacy services by eligible providers in the areas of adult basic education, English for speakers of other languages, family literacy, and GED® preparation

Non-profit organization not previously described that is able to provide literacy services

5. Priorities Programs are expected to address at least one of the following.
Adult Basic Education and Literacy
Contributing to the Success of Race to GED® in Virginia
English for Speakers of Other Languages (ESOL)
Family Literacy
6. Priorities Adult Basic Education and Literacy
Adult Basic Education and Literacy (ABE) consists of instructional programs that provide basic skills instruction for adults who are performing below the ninth-grade level in reading, writing, mathematics, and other basic skills. Many of these activities include pre-GED preparation components.
7. Priorities Contributing to the Success of Race to GED®
General Educational Development (GED) preparatory programs assess an adult’s knowledge in core subject areas (e.g., math, language arts, social studies) and prescribe instruction to prepare for success on the battery of GED Tests.
8. Priorities English for Speakers of Other Languages (ESOL)
ESOL instructional programs are designed to increase the English proficiency of adults with limited English proficiency in reading, writing, speaking, and listening.
9. Priorities Family Literacy
Family literacy includes four major components:
(1) adult education;
(2) parent time;
(3) child education; and
(4) parent-and-child time.
Providers may provide family literacy activities if all four components are demonstrated. Children participating must be enrolled in school and younger than 18 years old. A parent is identified as an adult who is responsible for the child’s well-being and who is consistently an influence in the child’s development. CBLO funding may not be used for child education – #3.
10. Activities Should enable adult learners to increase their knowledge and skills in accordance with the grant priorities
May include, but is not limited to, the following:
Field trips that support class-based instruction
Use of technology for teaching and learning, including the use of effective distance learning technology and instructional software
Outreach of demonstrated effectiveness
11. Unapproved Activities Providing continuing education, enrichment, or other vocational or technical classes
Sponsoring or supporting learner participation in organized fair or fundraising activities, such as career fairs and health fairs, that are not directly related to CBLO instruction
Developing curriculum or curricular materials that are not used directly for instructional activities during the fiscal year in which they were developed
Providing religious instruction, conducting worship services, or engaging in any form of proselytization
Assisting, promoting, or deterring union organizing
12. Unapproved Activities Financing, directly or indirectly, any activity designed to influence the outcome of an election to any public office
Impairing existing contracts for services or collective bargaining agreements
Paying or compensating directly for learner transportation or childcare
Providing support of GED-testing-related activities including, but not limited to, testing or re-testing, graduations, or scholarships
Additionally, programs must adhere to the special provisions for food, recognition ceremonies, and English-only instruction cited in the RFP and the Operational Guidance Manual for Virginia Adult Education and Literacy Programs manual.

List of approved activities is not exhaustive.
Learner transportation is not allowed; however, learner transportation for approved field trips is allowed.
18. Additional Information Expenditures (continued)
Financial incentives are allowed but only if used to defray the cost of program-based, CBLO-supported classes or activities. Therefore, incentives cannot consist of such items as telephone minutes, bus tokens, lottery tickets, or GED testing vouchers. Moreover, instructional materials or services associated with a scholarship are not considered donated. Therefore, the cost cannot be applied towards the local match.

Indirect costs may be requested; however . . .
such costs cannot be used to request more than the maximum grant amount (i.e., total direct costs + total indirect costs must be <= maximum grant amount)
such costs are considered to be “Administrative” costs
Employee travel is permitted, but only if the travel is used for instructional delivery, staff development, or outreach.
20. Additional Information Local Match
Volunteer services may count towards local match, but the applicant must be able to present a justification for the donated services that includes how the reasonableness of the wages was determined.
Local in-kind match contributions may include such expenses as facility rental, volunteer services, utilities costs, or advertisement.
NRS Tables
If the applicant has NRS Table 4 data, OAEL will make copies of the applicant’s Table 4 and distribute copies to the reviewers. Applicants should not include their Table 4s with their applications.

If an applicant has Table 4 data, it is expected to comment on its past performance citing this information. If an applicant does not have Table 4 data, it is expected to comment on its past performance citing any data or information it has collected.
Since 2009-2010 NRS data are incomplete, reviewers are advised to place greater emphasis on the data for the two complete years than on the data for the one incomplete year.
22. Additional Information Consistent weaknesses in proposals
The statement of need should be clear and identify needs that are compelling using current, region-specific, valid, and reliable data.
The goals should be clearly described and address the needs identified in the Statement of Need.
The objectives should be detailed, measurable, and relevant to the goals.
The expenses in the budget workbooks should reflect what has been described in the proposal narrative.
The budget narrative should describe how you arrived at your budget amounts and reflect the costs in the proposal narrative. For example, if your instructor salary budget is $20,000, how was this determined?
