  3. Spills • “Significant Materials” • Petroleum products • Hazardous substances (CERCLA) • Fertilizers • Pesticides

  4. Spills • Record all spills and leaks • Date & time of incident • Weather conditions • Cause • Resulting environmental problems

  5. Inspections • Oil Pollution Control Regs • Monthly inspection of above ground tanks • Underground Storage Facilities Regs • “ERP” (Environmental Results Program) compliance inspection once every 2 years

  6. Inspections • Routine visual inspections of • Equipment • Processes • Materials handling areas

  7. Inspections • Quarterly visual monitoring of outfalls • Daylight • Within 30 minutes after runoff begins • Document observed contamination/problems • Source of contamination • Actions to eliminate • Date and time

  8. Example Quarterly Visual Examination of Storm Water

  9. Inspections • Annual site inspection • Evidence of pollution • Evaluation of BMPs that have been implemented • Inspection of equipment

  10. Inspections • Annual site inspection report to include • Date of inspection • Name of personnel conducting inspection • Observations • Assessment of BMPs • Corrective actions taken • Signed certification • Tracking/followup procedure

  11. Record Keeping • Compliance Evaluation Report • Compile all records of leaks, inspections, followup, maintenance, SWPPP implementation, etc • Review, evaluate need for SWPPP revision • Specific certification language

  12. Certification language • “This Compliance Evaluation Report has been prepared by qualified personnel who properly gathered and evaluated information submitted for this Report. The information in this Report, to the best of my knowledge, is accurate and complete.”

  13. Record Keeping • Maintain employee training records • Sign in sheets • date • topic • Send copy to MS4 Coordinator

  14. Record Keeping • Send report(s) to MS4 Coordinator • Maintain all records for at least 5 years • Available to state or federal inspectors on request
