    3. 3 Our Location White Sands is located in the Tularosa basin in southern new mexico. White Sands is surrounded by a few supporting communities, las cruces is 22 miles away, the el paso/ft.bliss area is roughly 50 miles.     4. Here is White Sands org chart as you can see, our director is an SES - Mr. Tom Berard. Our Army influence comes from the Test Center, COL Bruce Lewis. We also have a deputy for the navy and airforce I point these synergies out because they are potential contracting opportunities.     5. 5 Core Services (Major Thrusts) Here are White Sands Core Services - our major thrusts. None of these technologies could exist or be supported without our contractors. Complex range operations, Systems performance, and instrumentation/data acquisition are some examples. The Test Center capabilities directly correspond to the needs of the DoD and the warfighter. The Warfighter depends on the system or system of systems employed to provide a decisive edge in information and the ability to project power in executing the mission at hand. Complex Range Operations - The Test Center plans, schedules, operates and maintains the range for all Team Members and users. The Test Center capability is like no other in the DA in terms of technology and the ability to conduct complex, multi-participant scenarios in a safe, over land and tactical environment. This capability represents the culmination of a number of individual efforts and systems in both a live, virtual and constructive environment. Systems Performance - The core requirement for any device or systems is for it to perform as expected. The ability to characterize the performance of the system and Warfighter as well as to identify and resolve deficiencies is a core capability of the Test Center. Instrumentation & Data Acquisition - WSMR is one of the most highly instrumented ranges in the DoD with the ability to accurately measure the performance of a system over the entire area of operations. This is one of the primary reasons many programs are tested at WSMR. For example, the Navy has tested every Naval weapon system over land prior to firing at sea such that precision data can be acquired for validation and improvement of deficiencies, data that could not be acquired at sea including recovery and post test analysis of components. Threat Presentation & Lethality To determine and validate the Warfighters capability against the threat requires the presentation of realistic targets and environments. The capability of presenting the target, fixed and rotary wing air, ground vehicle and infrastructure including tunnels is a core capability of the Test Center. Operational Environment The Test Center has the ability to expose the systems under test to virtually any environmental condition on earth and subject them to any dynamic environment. This capability is a key part of test and training allowing a system or component to be conditioned and operated in a continual sequence under known conditions. This is critical to reducing the schedule and cost while ensuring the systems operate properly and safely in a combat environment. Survivability & Vulnerability Finally, the Test Center assess survivability and potential vulnerabilities of the systems under test to ensure they are compatible with other systems on the battlefield and that they do not represent a vulnerability to the Warfighter.Here are White Sands Core Services - our major thrusts. Directed energy and system of system testing are some of the new areas in which White Sands is focusing because of Army transformation.     7. 7 Current Test Programs (not totally inclusive) Future Combat Systems Warrior Unmanned Aerial Vehicle Program NASA Crew Exploration Vehicle Air Force F-22 Raptor Terminal High Altitude Area Defense (THAAD) Army Tactical Missile System (ATACMS) Navy Tactical Tomahawk Mobile Tactical High Energy Laser (MTHEL) Test Bed Air Force Airborne Laser Here are some of White Sands current test programs I want to point out here the Future Combat Systems because it is a driving force in the transformation of the Army.     8. 8 FY07 Funding Sources Here is White Sands FY 06 Funding Overview the Test Center has executed about 338 million dollars in FY06. Of that, about 54% is spent on direct test support. While another 22% is spent on all base operations. As you will see in a few minutes, these are potential contracting opportunities. About 80 million is spent on contractors 39% of that goes to small business while 61% go to other business. If you take a look at the workload breakout, the Army programs contributes about 100 million or 71% of our workload. Institutional = DTC funds to operate; Reimbursable = direct customer support AFH: Army Family Housing Other OMA: Other Operations and Maintenance basically anything that isnt Base Communications or Base Operations i.e. security and intelligence, info security, official representation funds APA: Army Procurement AT/FP: Anti terrorism/Force protection SRM: Sustainment, Revitalization and Modernization Where do we spend money? Our current strength is about 1000 gov. civilians and 1025 direct support contractors so we are about 50/50 right now. We have an aging workforce the retirement attrition is being restored with government interns, co-ops, and contractors. Our target control service contract expires in february of 2008 this is also known as our drone formation systems. There is the automotive maintenance and aircraft refueling at Holloman AFB this expires in july of 2008 We also have a local moves contract that expires in february of 2010 this includes moving of office furniture and equipment Our range residue also known as unexploded ordinance recovery and disposal contract expires in september of 2010. I also wanted to point out a new Environmental Impact statement that is coming out shortly White Sands has a range wide effort to establish an environment impact statement for our mission right now we are completing NEPA (national environmental protection agency) documents are there will be contracting opportunities here as well.Lets take a general look ahead here at White Sands. White Sands was recently identified as the nexus for Future Combat Systems research, development, test and evaluation. This effort will involve numerous programs (including joint), and contractors requiring a variety of contract supplies and services. Instrumentation and capabilities development continues to evolve particularly in the areas of network systems, (global information grid test bed), advanced systems instrumentation, telemetry, optics and, GPS, communications and radar systems. White Sands and transformation the future. Directed energy is a big one contracting opportunities exist in the development of instrumentation for directed energy (mainly high energy laser and high power microwave) Like I mentioned before WSMR was recently designated as the site for (FCS) Technical Field Tests. Combining the terrain and airspace of WSMR and Ft. Bliss brings a capability to test and train the UA that cannot be found anywhere in the U.S. DoD holdings. This coupled with the restricted air space for air and UAV operations and the local Navy and Air Force elements make the area ideal for ensuring the UA is joint interoperable as well. WSMR has not only the capability, but the experience as well, in conducting complex missions. It is anticipated that this radical transformation in the Army power projection capability will require a dedicated unit through the evolution of the UA. It follows that the UA should be located at the site where the evolution is to occur WSMR and where connectivity to all major command elements will be available for command & control as well as analysis.
