It remains a major requirement for all applications (new or renewable) that the applicant has passed the relevant CITB health, safety, and environmental (HS&E) testing for the past two years.
It is currently possible to book a CITB HS & E test, but volume is restricted. However, due to COVID limitations, many testing centers are limited in the number of tests that can be delivered and are subject to temporary closure until the spread of the virus is under control. • This creates anxiety for those trying to renew and those new to the industry may not be able to apply for the cards because they cannot write the exam or do the right training/qualification for the card they need. • And the number of expired cards circulating in the industry will increase as existing cardholders can renew their cards without sitting in the trial. This probably could lead the construction workers turned away as they don't have a CSCS card or their card has expired.
What steps does CSCS take? • CSCS has recognized that these limitations could affect the capacity of the CSCS card registration and renewal industry and as a result, the organization has: • STEP 1: Card renewal period is used, ‘from six months after the expiration of the card to 12 months. This means that the card can be renewed, once the CITB HS & E test has been approved, up to one year from the expiry date of the card. • STEP 2: Requested employers and those responsible for finding sites and card checking procedures to apply their understanding to employees who have expired cards from mid-March onwards and who can provide proof that they have not been able to write their exams or do the required training as a result of the closure. • The CSCS issued the following statement: “We are living in an unprecedented era. Employers should expect their employees to keep an official CSCS card as proof of their qualifications and training. However, until COVID-19 is regulated we call on industries to support these interim measures. The CSCS will continue to monitor this situation and, where necessary, introduce alternative mitigation measures to CSCS applicants and the industry as a whole.”
Latest Update • CITB has confirmed the following steps in response to the second closure in England: • Internet testing centers will remain open, which means that Health, Safety, and Environment (HS&E) testing may continue to take place within certain local boundaries. • The grace period certificate will be extended to 31 January 2021, for the Site Management Safety Training Scheme (SMSTS) and the Site Management Training Scheme (SSSTS). Employees whose certificates have expired after 15 March 2020 must now successfully complete the relevant refresher courses. Day.
