  1. Dr. Andreas WildExecutive Director, ENIAC JU Joint Undertaking: a Funding Mechanism for KETs Brussels, 15 November 2013

  2. Content • Nanoelectronics: a KETs • ENIAC JU Ecosystem: - Aerospace: Projects, Pilot Line Proposal • To ECSEL JU

  3. Nanoelectronics: the “Smart” of Everything Nanoelectronics: a KET Smartphone Smart Card Smart Grid Smart Cities Smart Mobility Smart Governance …. Smartanything !

  4. Nanoelectronics: Systemic and Strategic Impact Commodity ? KET !

  5. The Structuring Concept: Key Enabling Technologies • Nanotechnology • Micro- and nanoelectronics, including semiconductors, are essential for all goods and serviceswhich need intelligent control in sectors as diverse as automotive and transportation, aeronauticsand space. Smart industrial control systems permit more efficient management of electricitygeneration, storage, transport and consumption through intelligent electrical grids and devices; • Photonics • Advanced materials • Biotechnology • Advanced manufacturing Commission communication “Preparing for our future: Developing a common strategy for key enabling technologies in the EU, Brussels, 30.09.2009”, COM(2009) 512

  6. ENIAC JU Three-Way Funding Implementation: Respecting Subsidiarity A three-way funding mechanism like the ENIAC JU is not: A programme belonging to a centralized European institution: the majority stakeholders are the Industry defining the content and the ENIAC member States assigning the public funding A competitor for resources: the national funding goes entirely and exclusively to the national beneficiaries, the ENIAC JU increases the public funding by adding European grants A line in the budget of a national Ministry: any budget line supporting a project of national interest can be augmented through the ENIAC JU mechanism • The JU is a mechanism to increase investments in any national priority project funded through any national sources that can benefit from European collaboration

  7. ENIAC JU Ecosystem 2008-2012 613

  8. ENIAC JU Projects with Aerospace Relevance NANCOM Reconfigurable Microsystem Based on WBG* Materials, Miniaturized and Nanostructured RF-MEMS RF MEMS-based agile radio – tuneable filter – able to meet the specification of air traffic control radars; MERCURE Micro and Nano Technologies Based on WBG Materials for Future Transmitting Receiving and Sensing Systems Applications in aeronautics and aerospace, impact on air-transportation (e.g. gas sensors enabling advanced control for efficient operation of the turbines) NANOTEG Nanostructured ThermoElectric Systems for Green Transport & Energy Efficient Applications Avionic Demonstrations: ThermoElectricmaterial fully adapted to aeronautical environment and specifications 12.5 M€ Total Eligible Costs 39 participants, 10 countries *: Wide Band Gap

  9. Raising to the Challenge:The “Three Pillar Bridge” of the HLG on KETs ENIAC JU compatibility Second Pillar → “Pilot Line Project ” • Executed by an industrial consortium • Using an innovative technology • Developing an innovative product, meeting a social challenge • Demonstrating its • value and potential • Establishing a realistic environment, a facility R&D Part • Having a deployment plan to a real life European • manufacturing site

  10. Lab4MEMS AGATE EPPL E450EDL ENIAC Call 2012-2 KET Pilot Line Projects: 728 M€ (220 M€ grants) 128 Participations (28% SME) 20 European Countries PLACES2BE

  11. European Parliament, 6 November 2012

  12. in Negotiation Project with Aerospace Content Arising from the ENIAC 2013 Calls DEMETER DEepSubMicron System-on-Chip (SoC) for Harsh Environment applicaTions using EuRopean Technologies Objective: a development platform for new families reprogrammable Systems-on-Chip for harsh environments in order to: (a) enhance the technical capabilities and overall competiveness of Europe on the worldwide harsh environment market especially for satellites, but also automotive, avionic, transportation and energy applications, (b) reduce the dependence on critical technologies and capabilities from outside Europe for future space programs, (c) enable the European industry to get non-restricted access to high performance technologies, increase competitiveness and expertise in the harsh environments (d) improve the overall European space technology landscape, complement the activities of European and national space programmes.

  13. ENIAC JU: Demonstrated Ability to Induce Private Sector Involvement Total: ~ 2.8B€ Good trend, but insufficient! • HORIZON 2020 • ECSEL JU • Three-way funding • + Co-financing

  14. Horizon 2020: ECSEL JU Union Body, Legal Personality, 4 Bodies: • Strategic orientation, supervises implementation • Approves MultiAnnual Strategic Plan, Work Plan, rules, membership, budget, staff, communication policy Governing Board ECSEL Members (Public Authorities, Private Members) • Chief Executive, legal representation • Consolidates Multi Annual Strategic Plan and Financial Perspectives, elaborates budget proposal, Work Plan, executes calls; monitors projects Executive Director Programme Office • Representatives of the Public Authorities • Approves call launching, call rules, allocates funding Public Authorities Board European Commission, ECSEL Participating States • Defines research agenda • Elaborates the multiannual strategic research and innovation agenda and the annual research and innovation activities plan Private Members Board AENEAS, ARTEMIS-IA, EPoSS

  15. Horizon 2020 Perspective 1. The new ECSEL JU will cover the topics addressed in FP7 within the ARTEMIS and the ENIAC JUs and in the ETP EPoSS 3. Total estimated eligible costs: >4.8 Billion Euro • EU grants through ECSEL JU: 1.2 Milliard Euro • ECSEL Member State contributions: 1.2 Milliard Euro 4. Project co-financing using more than one European mechanism should become possible • Particularly important: synergistically using regional and R&D&I funds Regions Must Include Micro- and Nanoelectronics in their Smart Specialisation Strategy!
