  2. Challenges regarding energy baselines • Multiple methodologies for same project type • EB set to achieve some standardisation • Large data need even for small-scale projects • Current grid average • Non-thermal average • Last 20% of power plants built • Data have to be constantly updated

  3. Data availability in ASEAN • No coordinated reporting of grid operation • Data scattered among different institutions • Liberalisation reduces state influence on data collection • Grid integration increases role of regional institutions (ASEAN) • Large lag compared to countries that routinely put grid operation data on the web (India, Chile)

  4. Action • ASEAN secretariat as repository of grid emission factors • Identification of manpower needs to collect raw data • Prioritisation of grids covered • Assessment of need to collect common arguments for project additionality • Coordinated strategy to address donors
