  3. CHALLENGES: • State of formal education • Deep gaps between formal education and labour market • Lack of adequate national system of qualifications • Recognition of NGOs as effective providers of educational system

  4. LEGAL RECOGNITION: • In most of the EaP countries NFE is not officialy recognized

  5. LEGAL RECOGNITION: • In Armenia: • Theconcept of non-formaleducation” was approved by thegovernmentin 2006 • Theconcept of lifelong learning” was approved by thegovermentin 2009 • The „National report of theadditional and long-life education” (2011)

LEGAL RECOGNITION: • In Moldova: • Draft Strategy of sectorial development „Education 2020” • National Development Strategy for 2008-2011 recommended „authoriuzation and monitoring of educational services and theassessment of competencecentersinnon-formaleducation (includingadults) • National Strategy on Youth for 2009-2013 • Strategy for Development of CivilSociety

  7. LEGAL RECOGNITION: • In Belarus: • TheFestivals on Non-FormalEducationareorganized by networkNGOssince 2006 • The „Code of Education”wasapproved. Itreferersonly to life-long learning of adults

  9. Lack of LEGAL RECOGNITION makes Non-Formal Education the domain of Non-Governmental Actors
