It is designed to automate all aspects of publishing, maximizing productivity and increased accuracy of election results.  • Application Users: • Registrars • Town Clerks • Moderators • Head Moderators • Public

Application Features: • Smart phone browser based user interface • Easy and efficient candidate management for Towns / Municipalities • Easy setup of cross endorsements / candidates • Easy data entry of election results from the polling places • Real time publishing of unofficial election results from polling places • Automatic generation of Moderator’s Return • Automatic allocation of unknown votes to cross endorsed candidates • Automatic tabulation of Head Moderator’s Return • Instant mobile phone updates to citizens of election results • Rich user interface for citizens to view the election results

  4. How to setup Moderators & Head Moderators user account This training section is designed for the Registrars to demonstrate :

  5. To access CTENR application: The user will open internet browser e.g. Internet Explorer Enter this URL https://ctenr.pcctg.com Enter their Username Enter their Password Click on “Login” button to access

  6. Login Screen: This screen is designed for the users to login to the application

  7. Dashboard Upon successful login, the user will be brought to this screen

  9. How to add Moderators • Process flow to add the moderators: • The Registrar would click on “Maintenance” tab to expand the menu • Then click on “Maintain Moderator Users” to add/update Moderator(s) • System will navigate the Registrar to the “Maintain Moderator” screen

  11. Maintain Moderator Screen: • Select Moderator’s Role: • Regular Moderator • Regular or Absentee Moderator • Absentee Moderator

  15. How to add Head Moderator? • Process flow to add Head Moderator: • The Registrar would click on the “Maintenance” tab to expand the menu • Then click on “Maintain Head Moderator Users” • System will navigate the Registrars to the “Maintain Head Moderator” page

Moderator’s Return… Certificate for the Opening of the Polls • Process flowto certify polls opening procedure: • This screen is designed for the Moderators to certify the polls opening procedure • Enter Seal number (Optional) • Check the box to certify the opening procedure • Enter both the registrar’s name • Click on the “Proceed to CERTIFICATE for CLOSING of the Polls” button to continue

Moderator’s Return… Certificate for Closing of the Polls Process flowto certify polls closing procedure: This screen is designed for the Moderators to certify the Polls Closing procedures Enter Seal number (Optional) Enter tabulator processed absentee ballot count (Optional) Enter number on the Public counter (Optional) Enter Ballot transfer case and tabulator carrying case seal numbers (Optional)

Moderator’s Return… Official Checker’s Certificate • Process flow for Official Checker’s Certificate: • This screen is designed for the Moderators to enter counts for: • Overseas ballot applicants from the official check list • Absentee ballots from the official check list • Supplemental list of overseas ballots • Those who voted in person

Moderator’s Return… Official Checker’s Certificate • Process flowfor Official Checker’s Certificate: • This screen is designed for the Moderators to enter the Absentee, Overseas, and in Person votes count • Enter total names on the official and supplemental list • Enter total votes on the official checklist as voted absentee or “0” • Enter total votes on supplemental list as having voted by Overseas Ballot or “0” • Enter total votes as voted in person (Optional) • Enter Registrars and checkers information • Click on the “Proceed to Tally Sheet” button to continue

Moderator’s ReturnTally Sheet • Process flowfor Moderator’s Tally Sheet: • This screen is designed for the Moderators to enter the votes count for each office by the candidates • Enter the Absentee Ballot Count (if any), Presidential count (if applicable), and Overseas Ballot count (if any) • Note: for Regular Moderator’s Return: • Absentee + Presidential + Overseas = Absentee + Overseas count in Official Checker Certificate

Enter Absentee ballot counted by hand (if any) g. Enter rejected ballot count (if any)

  33. How to submit a Head Moderator’s return This part of the training demo is designed for the Head Moderators to demonstrate :

  34. Head Moderator’s ReturnSelect Role • Select Role Screen: • This screen will be displayed only if the Head Moderator has dual roles • They would select “Head Moderator” radio button • Then click on “Proceed” button to continue

Head Moderator’s ReturnConsolidated Tally Sheet • Head Moderator’s return process flow: • This screen is designed for the Head Moderators to review and certify the consolidated moderator’s return • To review the consolidated votes count, please click on the “View Distribution” link to view the distributed count by polling place • Click on the “Proceed to Checker’s Certificate Totals” to continue

Head Moderator’s Return…Official Checker’s Certificate • Head Moderator’s return process flow: • This screen is designed for the Head Moderators to review and certify the Official Checker’s Certificate • First the Head Moderator would review the vote count • Enter the Registrars and Checkers information • Then click on the “Proceed to certificate of Absentee Ballot Counts” to continue

  39. Head Moderator’s Return…Absentee Ballot Report • Head Moderator’s return process flow: • This screen is designed for the Head Moderators to review and certify the Report of Absentee Ballots • They would review and click on the “Proceed to Certification” button to submit the return

Head Moderator’s Return…Certification page • Head Moderator’s return process flow: • This screen is designed for the Head Moderators to certify the return • They would check the box and enter name to electronically sign and certify the return • Enter contact number • Then click on the “Submit the results to Secretary of the State” button to submit the return

Head Moderator’s Return…Confirmation page • Confirmation screen: • Optionally, they can click on the “Print Head Moderator’s Return” button to view and print the return • The system has the ability to upload the scanned image of the original Head Moderator’s return to the SOTS’ Office electronically • This eliminates faxing the return to the SOTS in the future • When they are ready, they can click on the “Done” button to return to the Dashboard
