  1. Missouri’s Smart Roadside ProgramMichelle Teel, P.E., PTOE MoDOT’s mission to provide a world-class transportation experience that delights our customers and promotes a prosperous Missouri.

  2. Using advanced technology as a tool in the roadside “toolbox” to improve efficiency and effectiveness of commercial motor vehicle enforcement operations. What is Smart Roadside?

  3. Targets high risk carriers; Provides an even playing field; Can be deployed at different sites (fixed, mobile, etc.); An opportunity to increase compliance verification when enforcement resources continue to be a challenge; and The increase volume of CMV traffic requires new methods to validate compliance. Why should you embrace Smart Roadside?

  4. Missouri Quick Facts • Plans, designs, constructs and maintains 33,639 miles of highways and 10,335 bridges and culverts. • Has the most major river bridges (53) than any other state. • The nation’s seventh largest state highway system.

  5. Missouri’s Roadside Program Weigh station presence covers the I-55, I-44, I-70, I-35 and I-29 and US 60, 50 and 71 corridors Virtual station on US 67. PrePass state with 19 sites, including 4 ramp WIMs

  6. Calendar Year 2010 PrePass Bypasses 2,208,386 Ramp Weigh-in-Motion 1,326,492 Portable Scales 1,150 Static Scale Weighs 1,887,100 Total Vehicles Weighed 5,423,128

  8. What Started Missouri on its Smart Roadside path? Barnhart, MO I-55

  9. Virtual Site Location

  10. Virtual Site – US 67 Exit Ramp • Remote electronic screening site including: • ALPR, AUR, Video, WIM • Smart Roadside Inspection System 10

  11. Virtual Site – US 67 Exit Ramp • Performance • Speeds up to 55 mph • 24/7 operation • Driver-safe lighting • Identification Rates • ALPR or AUR: 77.8%-94.4% • ALPR + AUR: 33% - 77.8%

  12. Virtual Statistical Data One Week – Alert Types 16.3% Credentials 30.5% Safety 45.9% Weight 7.3% Taxes/Fees

  13. New Weigh Station – I55

  14. What is so different in Missouri? Use of Magnetometer Loop Detector (MLD) to “fingerprint” the commercial motor vehicle on the mainline. The loop is used for PrePass WIM with the addition of a mainline camera. 4

  15. How is the vehicle fingerprinted? Using the MLD, you can electronically tag and track CMVs based on the density and distribution of metal producing a waveform or “fingerprint” of the vehicle and its load.

  16. New Weigh Station – I55What is so different in Missouri? 2. Attach weight data captured on the PrePass mainline WIM for carrier vehicles not enrolled in PrePass Program to the vehicle’s fingerprint with an overview pic.

  17. New Weigh Station – I55What is so different in Missouri? 3. Re-identify the CMV using a MLD loop on the ramp along with a LPR, AUR and Image Capture system to identify the carrier and plate information by querying the state’s CVIEW.

  18. New Weigh Station – I55What is so different in Missouri? 4. The fingerprint of the vehicle on the mainline is matched with the fingerprint on the ramp. When a match is found, the weight and all information gathered from the LPR and AUR are put together.

  19. New Weigh Station – I55What is so different in Missouri 5. The information from the Smart Roadside System (SMS) is passed to the lane control system and static scale software (Mettler-Toledo). If all the information is valid (no alerts) the vehicle is allowed to use the station’s bypass lane. All other vehicles are sent to the static lane. Lane control information is returned to the SMS system.

  20. New Weigh Station – I55What is so different in Missouri? 6. Eliminated the need for a PrePass Compliance Reader because the system will identify a vehicle enrolled in the PrePass system that was not identified on the ramp of the station if the vehicle received a red light and did not enter the station as required.

  26. Technology • The new identification technology and scale platform system makes it easier to verify compliance and allows for better use of resources . • The automated features, such as the automated lane control which closes the facility when traffic is backed up, enhances safety.

  27. Statistical Data One Week – Alert Types 38.5% Bypass 13.2% Credentials 36.4% Safety 3.3% Weight 3.0% Taxes/Fees Summary 5.9% Alert ratio Read Rates ALPR or AUR: 89.5% – 100% ALPR + AUR: 53.3%-75%
