Planificación Operativa Anual Los planes operativos son definidos de forma tal que su cumplimiento sucesivo permite lograr los objetivos y productos de desarrollo definidos en el plan estratégico. El Plan Operativo Anual (POA) es el instrumento que permite identificar objetivos y metas, asignar recursos, programar el cronograma de ejecución, e identificar responsables e indicadores.

Unidades de medida Es un instrumento que debe permitir caracterizar, con la mayor precisión posible, la producción de bienes y servicios Requisitos: • Ser concreta y representativa: debe reflejar fielmente el tipo de bien o servicio que se está midiendo. • Servir como unidad de registro: no sólo debe permitir la cuantificación sino que, al mismo tiempo, debe posibilitar el registro e información sistemáticos y pertinentes del bien o servicio que se produce.
