Road Network • Overall 99,000 km • National Road Network of about 5,500 km • Regional & Local Road network of about 93,500 km • Local Authorities are responsible for the administration, construction, and maintenance of Regional and Local Roads. • In addition to these, Local Authorities are responsible, in partnership with the National Roads Authority, for construction and maintenance of the National Road network, comprising of National Primary and National Secondary Roads

Overall Context • Ireland’s long term (1953 to 2012) average gross fixed capital formation in land transport (road + rail) is 1.13% of GDP • This is similar to other OECD countries; however we have catching up to do especially in respect of public transport • While the average for 1999 to 2012 was 1.44%, it had dropped to 0.72% in 2012 and 0.52% in 2013

  5. Road Investment at start of 2014 • National Roads • Total €349 million (up €30m on 2013) • Maintenance € 40 million • Improvement €309 million • Regional & Local Roads • Total €332 million (down €68m on 2013) • Improvement €288 million • Maintenance € 44 million

  6. National Road Policy • Emphasis on asset management & pavements • Some minor realignment / safety works to be carried out • Any new major projects to be PPPs- N7/N11 now underway- N17 Gort to Tuam now underway- New Ross now in procurement process- Enniscorthy also in procurement process

Regional & Local Road Policy • Main focus is on maintenance, rehabilitation & drainage • Specific Grant programme has been replaced by Bridge Maintenance category • Progress on MapRoad & the submission of proposed works & outputs on MapRoad is seen as vital • Implementation of standardised on-line Road Licensing system is crucial as is a functioning Road Management Office

Regional & Local Roads Capital • Restoration Improvement €145m • Discretionary Grant € 70m • Specific Grant projects € 12m • Strategic projects € 10m • Low Cost Safety measures € 6m • Urban Block € 23m • Bridge Rehabilitation € 8m • Miscellaneous € 14m Discretion has been given this year to transfer up to 25% of RI to DG and minimum lengths have been relaxed for RM & RI

  9. Regional & Local Roads Current • Restoration Maintenance €40m • Winter Maintenance € 3m • Miscellaneous € 1m

  10. Major RLR Projects • Enfield to Edenderry (12 km of single carriageway) opened in April • Coonagh to Knockalisheen (3 km of new D/C, 1.7km of upgrade & link to Moyross) – construction to start before year end • Shannon Crossing & Killaloe By Pass & R494 upgrade – CPO confirmed but now subject to a judicial review • Garycastle Bridge & approach road opened in Athlone in May

Storm Damage to Roads • DECLG sought information from local authorities on storm damage in 2 tranches • Period:13th December 2013 to 6th January 2014 • Period: 27th January 2014 to 17th February 2014 • Government decision on 1st tranche has allowed additional road monies to be allocated to 21 local authorities amounting to a total of €16.8m • 2nd tranche not decided upon

Stimulus in May 2014 Extra Roads monies of €43m: • National roads: €23m for additional minor works & pavement projects • Regional & Local Roads: €20m • €12m for Restoration Improvement • €6m for CIS (to be added to €6.4m retained from start of year for CIS) • €2m for Coonagh / Knockalisheen in Limerick (to start construction) & Athy Distributor Road (to complete planning) & miscellaneous works

  13. Additional 2014 CIS information • Applications from 25 counties & for 347 km – approval for 281 km • 568 projects of which 465 were approved • €15.9m sought for applications of €21.9m • €12.2m allocated by DTTAS for schemes with a total value of €16.5m (average contribution of 26%) • Allocation needs to be spent within the current year

  14. Concluding issues • A Strategic Framework for Investment in Land Transport will be issued for public consultation shortly by DTTAS • Inter Departmental Group on LPT to prepare a report on future funding by early June • Capital and current expenditure reviews are both underway at present
