Achievements • Completion of the development of the major inter- urban routes from Dublin to Galway, Limerick, Cork and Waterford, which are up to 7 times safer than single carriageway's. • Road Safety projects including annual collision cluster analysis, remedial measures programmes and traffic calming schemes. • Implementing bridge management system for the inspection and strengthening of national road bridges

Achievements • Elimination of driving test backlog. • In 2007 -122,000 waiting on average 33 weeks for a test • Now - 37,000 waiting on average 10 weeks for a test • Introduction of Graduated Driving Licence (GDL) measures • Introduction of learner permit instead of provisional licence • Six months wait for a test introduced for new permit holders • Compulsory Training-IBT Training for Motorcyclists and EDT for Car learners • Lower alcohol levels for learner and novice drivers • Removal of unaccompanied rule in respect of second learner permit

22. Achievements • Revision of Driver Theory Test • Creation (jointly with RCPI) of Office of Traffic Medicine to manage driver fitness issues • Creation of enhanced customer service for driving tests applicants by providing for self-service scheduling.

Achievements Vehicle Standards and Testing • New system of type approval, • New requirements for safety belts, mirrors, braking, spray suppressions, and our roadworthiness testing is aligned with best international practice. • NCT review and enhancement • New contractor - Applus • Put in place a robust anti-fraud plan thus ensuring the issues were addressed within a short time frame and the integrity of the NCTS was maintained. • Reviewed commercial vehicle roadworthiness system • Work well underway in introducing a new system that will change the roadworthiness of commercial vehicles.

Achievements Road Haulage Enforcement • Initiatives to support compliance within the road transport sector. • A risk based approach to enforcement of driver hours by targeting those who are non-compliant and minimising disruption to compliant operators in going about their daily business. • 5 fold increase inspections of commercial vehicles by RSAs VIs with our 4 VIs participating in 1,672 roadside checks between 2007 and 2011 • 150% increase in drivers inspected at roadside checks to 3,781 and 322% increase in drivers inspected at premises inspection to 4,602 by our Transport Officers

Achievements • 370% increase in working days checked to 417,269 in 2011 • Working with operators to improve compliance, but, where necessary taking prosecutions with 201 cases successfully prosecuted in 2011, a 229% increase in the number of cases from 2006. • Measures to support operators in reducing the administrative burden include the introduction of the streamlined permit system for the movement of wide and abnormal loads, the online application process for digital tachograph cards and the publication of a wide range of information leaflets and guidance notes to assist them in knowing their obligations.
