Snake River Basin Adjudication Water • Up to 427kaf Upper Snake Storage Reservoirs currently released June-August depending on availability of willing sellers • Lease 60kaf Natural Flow rights. • 30 year Agreement • Remand? • New BA: Adaptive mgt. May-July releases; TMT Coordination; still dependent on willing sellers • Issues: Timing/Volume of pass-through at HCC to benefit juvenile FC

Brownlee FC Operations/Impacts • FERC FEIS: Draft from full pool 237kaf June 21-July 31 • 150 KaF released no later than July 15th (but maintain pool elevation through July 4th) • IPC Proposal- No summer flow augmentation • NPT Proposal-sliding scale 237-937 KaF each yr • IPC Fall Chinook Spawning Program

Brownlee FC Operations/Impacts • Cold winter temperatures retard emergence timing • Cold spring temperatures retards FC growth and slows migration • Warm summer- early fall temperatures reduce FC survival and likely reduce adult spawning success • Issues: - Where’s the SRBA water? - Temperature control? - Synchronize Brownlee and Dworshak operations to best benefit FC survival and life histories

Dworshak FC Operations/Impacts • Project is on NPT reservation • 1.2 Maf flow augmentation (80 ft draft) July – Sept. for flow aug. and cooling lower Snake • Includes 200kaf NPT SRBA water targeted for Sept. (can be used in August as well) • Benefits SR juvenile FC and adult FC & Steelhead • Outflows depend on temp at LGR tailrace; attempt to maintain 68 degrees or less • EPA and COE temp modeling • Issues: Dworshak inequitable conservation burden compared to Brownlee
