  17. Point of Handover recovery Industry Workshop 17 September 2009

  18. Overview • Principles • Method • Indicative Prices • Break-even fill rates • Summary of price changes • Conclusion and next steps

  19. Principles • Revenue Neutral implementation for Industry overall. • As PPC Points of Handover are used more efficiently, the total charge for Point of Handover will decline. • Efficient Operators (with high fill on Point of Handover) will benefit from lower charges. • Transparency of how charges derived.

  20. Method • Count number of PPCs of each bandwidth handed over at each PPC Point of Handover. • Sum PPC circuits of each bandwidth handed over at each size of Point of Handover (i.e. separate totals for SMA – 1, SMA – 4, SMA -16). • Apply the new Point of Handover rental charge to the PPC circuits to get a total charge by Point of Handover. • Divide total charge for PPC circuits by number of Points of Handover to derive a price per Point of Handover. These calculations are made across the whole UK market. • 2M bearer or aggregate Kilostream bearer are assumed to carry five sub-2M circuits when calculating charges.

  21. Indicative Point of Handover price

  22. Break-even bandwidth required • based on 2M circuits

  23. Summary of Price Changes CPL (rental) PoH rental Total rental CSH SMA – 16 £1,355 + £14,605 = £15,960 ISH SMA – 16 £1,013 + £14,603 = £15,616 CSH SMA – 4 £886 + £11,197 = £12,083 ISH SMA – 4 £476 + £11,197 = £11,673 CSH SMA – 1 £392 + £ 6,817 = £7,209 ISH SMA – 1 £183 + £ 6,817 = £7,000 Prices based on ADM with no trib interfaces (single fibre working)– existing site

  24. Conclusion and Next Steps • PPC Point of Handover rental charge will increase and replace the per circuit Point of Handover charge for those circuits handed over at this type of infrastructure. • Implementation will be revenue neutral to Industry overall. • Calculations based on Industry average. CPs with high utilisation of PPC points of handover will benefit • The per circuit Point of Handover rental charge will remain for circuits not using the PPC Point of Handover (e.g. migrated Retail Private Circuits using Retail Private Circuit Point of Handover infrastructure and those on Grandfathered/PDH equipments e.g. 4x2 & 16x2), • Billing development needed so that per circuit Point of Handover charges can be applied to relevant circuits only. • Agree effective date for implementation and to notify new prices. Time-lag for billing development suggest it will be Q1 2010 at earliest that this new approach can be implemented.
