ASSTAR Overview

The ASSTAR project aims to develop advanced safe separation technologies and algorithms for air traffic control. It involves research objectives supporting introduction by 2010+ and focuses on crossing and passing applications, delegation of separation responsibility, and radar and oceanic environments. Operational concept • Airborne separation category according to PO-ASAS classification • Delegation of responsibility from the controller to the flight crew to execute a crossing manoeuvre with respect to one designated target aircraft. • The controller remains responsible for the separation with respect to the other aircraft in the sector. • Conditions • This is post AS/GS package I and ADS-B IN (and data link) would be available. • Traffic conditions would be similar to current situation for Controller tools. • Related Programmes • MA-AFAS, MFF, IAPA

AIRBORNE SEPARATION • Airborne separation will be based on airborne surveillance and airborne navigation. • The typical values could be expressed in TIME rather than DISTANCE. • Safety studies are required before promoting any reduction in the current ATC separation minima. • ASSTAR assumed several typical values for the applications: • 5NM for ASEP-C&P in radar airspace • 10 or 15 NM for ASEP-ITP in oceanic airspace • 2 minutes or 5 NM for ASEP-ITF in oceanic airspace

Objectives for this session • One year ago in Rome, information on approach, methods and feedback from the audience, …including critiques…. • The session of this afternoon is dedicated to present ASSTAR findings on the various applications: • Definition of the procedures (Applicability conditions, phraseology) • Operational benefits (safety, capacity, workload and task sharing) • Airborne systems requirements (algorithms, architecture)
