Basic idea Quality of the service improvement means : • More transparency and good governance. • Sustainable development and environment protection. • The main issue is to : • Give a definition of those concepts on which all the stakeholders will agree. • The interest is to standardize the concepts WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

ISO TC 224 standard drafts applicability • The standard is applicable to publicly and privately owned and operated utilities alike, and does not favour any particular ownership or operational model. • It is universal and concerns either developed or developing countries. • It constitutes a tool to help countries to improve the quality of the services ( it can be applied totally or partially, according to the speed and degree of application chosen by each country) WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

Developed and Developing countries, divergent interests • For developed countries the issue is to : • Make all the stakeholders agree on the concepts and standardize the definitions • For developing countries the issue is that : • The standard should be a tool to reach the MDGs (take in account their specificities) • The standard must not be a constraint in their relationship with donors and financing institutions WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

Participation in ISO TC 224 • 49 countries involved : • 9 international organizations • DC Group Members : Argentina, Austria, Canada, Germany, France, Malaysia, Morocco, Nigeria, South Africa, United States, Zimbabwe, AfWA, AIDIS, Consumers International Only 10 DCs involved from 3 continents. Some important dates for DCs • Forums and World Congress • Side-event of the IWA 4th World water congress in Marrakech and of the Congress held in Porto Rico and Daejon in 2004 • World Water Forum of Mexico in 2006 (first standard test) • AfWA meetings : • GA in Cotonou In December 2005 • STC of Dakar in December 2006 • STC of Tangier in March 2007 • ISO TC 224 meetings : • Rabat Resolution September 2004 • Berlin Resolution October 2005 WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

Marrakech, Porto Rico and Daejon Forums results • The countries represented at the DC Forums insisted that the standard, must match their specific conditions, and consider that this is a necessary sine qua non condition for them to implement these guidelines. Thus it is necessary to: • ensure systematically that the standard takes into account specificities of developing countries • test the standard in some locations (rural or urban) in developing countries to verify its applicability and eventually to introduce modifications before or after its issue • produce one or several guides for the application of the standard in DCs WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

  10. Why a test and later a guide ? Until now, • Few DCs in the TC • Comments collected do not constitute an exhaustive account of the whole range of DCs’ points of view Only a test can tell whether the standard is adapted to DCs A guide will help DCs use the standard WBI/InWEnt, Kampala, 24-27 July, 2007 - ISO Workshop

TC Resolutions • ISO/TC 224 N187 : Rabat Resolution 14: “The TC supports the suggestion of the developing countries to undertake a test of the draft standards in some cities from developing countries in conjunction with associations of professionals and local authorities, before the DIS Enquiry. • ISO/TC 224 N255: Berlin Resolution 8: “ISO/TC 224 resolves to introduce the following preliminary work item into its work programme “Guide for the application of ISO 24510, 24511 and 24512 in developing and emerging countries”. The status of the ISO document will be decided later. This PWI is allocated to the ad hoc group developing countries. A report on the progress of this PWI will be made by the convenor of the ad hoc group at the next ISO/TC 224 meetings. The first step for preparing this guide will be to test the standards in some regions/cities from developing and emerging countries.
