  2. Scope of Presentation • Regional mechanisms • Priority programmes: – highlighting Indonesia’s roles and contributions • Potential cooperation: • for Indonesia and New Zealand that would benefit the regional cooperation • Prospects for regional cooperation

ASEAN Vision • Vision 2020– a concert of Southeast Asian nations, outward looking, living in peace, stability and prosperity, bonded together in partnership in dynamic development and in a community of caring societies • Building of an ASEAN Community– three pillars (political security, economic community and socio-cultural community) • Accelerating Community Building – to 2015

Disaster Risks in ASEAN • Disasters remain a major challengeto building an ASEAN-disaster resilient and safer community by 2015 • Natural hazards abound: typhoon, flood, landslide, earthquake, tsunami, volcanic eruption, drought, etc. • Poverty, a vulnerability condition, prevails • Fast growing population, increasing population densities, urbanisation, environmental degradation and pollution increase disaster risksin the region

Disaster Risk Management in ASEAN One of the founding principles for four decades A full-fledged ASEAN body i.e. the ACDM was createdin 2003 Momentum from the Indian Ocean Tsunami was capitalised to formalise regional instrument, i.e. AADMER The recent Cyclone Nargis provided an unprecedented opportunity for shaping ASEAN’s new role in the humanitarian set-up in the region 8 August Declaration of 1967 in Bangkok

Programme Framework ASEAN REGIONAL PROGRAMME ON DISASTER MANAGEMENT (ARPDM) Launched in Bali, Indonesia, in May 2004, ARPDM outlines five regional priorities: • Establishment of ASEAN Regional • Disaster Management Framework • Capacity Building • Sharing of Information and Resources • Promoting Collaboration and Strengthening Partnerships • Public Education, Awareness and Advocacy

Legal Framework ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Signed by Foreign Ministers of ASEAN in July 2005 in Lao PDR Ratification underway (3 more to go) Objective: to address both disaster risk reduction and improve joint regional response to disaster emergencies

Post-Tsunami: Leading the finalisation of ASEAN ADMER Wealth of experience from actual disasters Proliferation of homegrown disaster managers National Disaster Management Law as a showcase Post-Nargis: Offers of expertise to help fellow ASEAN countries to build back better Indonesia’s Roles and Contributionsin DM expertise & policy development

Indonesia’s Roles and Contributions in hosting the AHA Centre • INDONESIA: offered to host the AHA Centre in Jakarta • Concept of operation and road map developed • Start-up facilities established in mid 2008 • Functions tested, validated and performed • Establishment of the full facility underway Interim AHA Centre Participation of AHA Centre in ARDEX-07

Indonesia’s Roles and Contributions in hosting ARDEX-10 Annual conduct of ASEAN Regional Disaster Emergency Simulation Exercisesince 2005 to enhance regional joint relief and emergency operations Lessons learnt serve as inputs for review and refinement of the ASEAN Standard Operating Procedure INDONESIA: to host ARDEX 2010 ARDEX-05 Selangor ARDEX-06 Cambodia ARDEX-07 Singapore ARDEX-07 Singapore

Going Beyond Disasters-Pandemic Preparedness & Response Working beyond the health sector Promoting advocacy to non-health sectors Narrowing gaps in countries’ preparedness Promoting multi-sectoral preparedness, contingency planning and capacity building INDONESIA: Chairing of the multi-sectoral technical working group

Strengthen capacity in performing the functions of AHA Centre Build assessment capacity to be the backbone of ASEAN regional assessment team Offer expertise in promoting multi-sectoral coordination inpandemic preparedness and response Potential Cooperation: ASEAN and NZ (benefiting regional cooperation)

AADMER to continue to serve as the backbone of ASEAN’s cooperation on DRM Unprecedented experience available to further strengthen regional mechanism Experience will likely guide future regional response activities More conversant and confident ASEAN will play a more active role in the regional DRM ASEAN’s assertive role will shape the humanitarian constellation in the region Post-Nargis Prospects for ASEAN

Conclusions • DRM is key to ASEAN’s regional integration and a safer community • Cyclone Nargis will likely thrust ASEAN into newly-found roles in regional humanitarian constellation • Indonesia has been playing crucial roles in ASEAN including in the DRM, much more potentials are yet to be materialised • Key inputs and supports within NZ-INA cooperation framework could benefit the country, and indirectly also to ASEAN and the region
