  3. Quick Review – 2004 Methods • Replacement reserve – calculate sum of requirements –minus resource plan available. If insufficient procure more. • Minimum balancing down requirement - average amount of frequency deviation during periods of high frequency will be analyzed for the season.

  4. 2005 Recommended Changes • Regulation – Old: re-evaluate monthly by 20th of month. Look at current & equivalent month 1 year ago. Calculate mean and standard deviation of deployments. Select amount to cover 2.5 standard deviations. (98.8% of time will not exhaust regulation) • New: Analyze 0600 & 2200 for ramp rate required. Add this additional ramp rate requirement to need.

  5. 2005 Recommended Changes • Responsive reserve requirement – no change (2300 MW) • Non-spin reserve – no change (>92° etc) • Replacement reserve – New replacement program

  10. 2005 - In addition to the previous • Hour 0600 – Examine each period around 0600 of month for delta frequency over minutes. Convert this frequency error to a MW ramping requirement by multiplying times bias. Add this to the 0600 -0700 requirements. • Hour 2200: Same for 2200-2300.
