Just a Picture? • There are over 3 Million images of child pornography on the Internet. • The Internet allows more than one person to possess as many of these images as they want. • MN and ND have less than 10 officers investigating these crimes full time. Meet Matthew Mancuso: NDSU IT Security Conference November 7, 2007 Mancuso was a Pittsburg Businessman (Millionaire) who wanted to adopt a orphan from Russia He asked to look at photos and videos of girls that were available for adoption When it came time to give the tape back, Mancuso told the employee that he “nearly wore the tape out”

Meet Masha Allen: NDSU IT Security Conference November 7, 2007 Born in Russia on August 25, 1992 Mother was an alcoholic and stabbed Masha in the neck when she was 3 years old She lived in an orphanage where the older kids abused the younger ones. Masha kept everything she owned under her pillow out of fear of having it stolen

Meet Masha Allen: • After living in the orphanage for two years, she learned she was going to be adopted. • Mancuso visited several times bringing Masha presents. • Masha asked if he was married and if she would have a mother, Mancuso said, “no”. • He adopted Masha in July of 1998. Meet Masha Allen: • Mancuso didn’t have a bed for Masha and had her sleep with him the first night she arrived. • This is when the abuse started. • He made her dress up in adult’s clothes and even pretended to “Marry” her. • At times he kept Masha chained in the basement. Masha’s Abuse: • Because he didn’t want Masha to grow up, he only let her eat a little bit of food --- plain pasta, raw vegetables, and no meat. • When she was rescued, she was 10 years old and wore a size 6X. • Mancuso let Masha go to school and sometimes play with friends. • He told her if she ever told anyone what was happening, something bad would happen to her.   9. Masha’s Abuse: • “Even though I was the size of a five year old when I was ten, no one at my school ever said anything to anyone.” • “The whole time he took a lot of pictures of me. I didn’t know until later that he was putting my pictures on the Internet to trade and maybe sell to other pedophiles.” NDSU IT Security Conference November 7, 2007

Masha’s Rescue: • A Chicago police officer, posing as a pedophile discovered Mancuso in a chat room. • His instincts told him Mancuso was dangerous to children. • They went to his house to execute a search warrant for Mancuso’s computer. • They never expected to see Allen also at the residence. Mancuso’s Arrest: • Prosecuted by the US Attorney’s Office in Pittsburg and convicted on September 25, 2003. • He was sentenced to 15 years on child pornography. • He was also prosecuted in state court on 11 criminal acts that he had done on Masha. • Sentenced to 35 years in prison. Mancuso’s Treatment: • Sent to a Massachusetts Hospital to be rehabilitated. • He has free health care, free mental health services, he can read magazines, play ping-pong and have hobbies • “I just lost my Medicaid and my mom has to work double hard to pay for the things I need while Matthew lays around the hospital playing games.” NDSU IT Security Conference November 7, 2007

  13. Masha’s Treatment: • “Usually, when a kid is hurt and the abuser goes to prison, the abuse is over. But because Matthew put my pictures on the Internet the abuse is still going on. Anyone can see them. People are still downloading them – we get notices from the FBI every time someone is arrested for it. I want every single one of them to go to jail and really be punished.” NDSU IT Security Conference November 7, 2007

  14. Masha’s Reaction” • “I’m more upset about the pictures on the Internet than I am about what Matthew did to me physically.” • “When other people look at my pictures on the Internet, are they thinking about doing the things to me that Matthew did?” NDSU IT Security Conference November 7, 2007

  16. Daniel Shern: • Lived in North Moorhead • Received an endowment every year that was large enough to pay for his rent and utilities for a year. • If he needed extra spending money, he would work day jobs until he had what he wanted. NDSU IT Security Conference November 7, 2007

Daniel Shern: • Stopped by Detroit Lakes Police for a driving complaint • Arrested for DUI • During inventory search, two binders located with printed images believed to be child pornography • Also located a laptop computer and several CD’s at his girlfriends house • Search Warrant at his residence, nothing NDSU IT Security Conference November 7, 2007

Dan Shern Evidence: • Used a program to “scrub” his computer to remove evidence of child pornography. • Kept several CD’s containing the images. • Over 5,000 images of child pornography located on computer and CD’s. • Sentenced to 12 years in Federal Prison. • Previous conviction for having sexual contact with a child under 18 years old. • Several images of Masha on his computer.   24. Meet Justin Berry: • Berry was 13 when he received a free webcam as a gift for joining EarthLink. He placed his image online in the hopes of attracting new friends, maybe even a girlfriend. He didn’t have much luck, but within minutes of posting his image he received a response from an older man. Then another man. And then another. NDSU IT Security Conference November 7, 2007

Justin’s Abuse: • Men praised him about his good looks • Started sending gifts • Offered $50 to take his shirt off • Escalated to performing sex acts in front of the camera • “I was paid by more than 1,000 men to strip naked, masturbate and even have sex with female prostitutes while on camera.” NDSU IT Security Conference November 7, 2007
