  3. PHASE I Identify Fully Qualified Officers • Vote files (1 through 6 +/-) • Identify possible Show Cause cases • Establish/Review OML • Establish Fully Qualified Line • AAR Input

PHASE II Re-validate Deferred Officers • Deferred officers have been selected by previous boards and have not been slated to attend. • Deferred officers do not count toward selection requirements. • Do not compare with those presently under consideration. • Limit the review to material changes since the original selection. Examples of “Material Changes” provided in DA Memo 600-2 are: • a. Record of punishment under UCMJ • b. Letter of Reprimand • c. Relief for Cause • d. Marked decline in performance or potential

  11. PHASE III Identify Best Qualified Officers • Review OMLs • Fill foreign school requirements • Tentatively identify officers that are best qualified on OMLs based on requirements • Identify “Alternate” requirements on OMLs • Break ties to produce clearly defined OMLs • AAR Input

Foreign School Selection • Foreign school recommendations are advisory only. • Officers should indicate an interest in the school. • Officers recommended as a principal must be “best qualified” (Identified as a Principal from the SSC Army board) • Officers recommended as Alternates must be “best or fully qualified” (Identified as a Principal or Alternate from the SSC Army board) • Officers recommended must meet grade and language requirements of the school. • All schools are Branch / Functional Area Immaterial.
