  6. Title 38 U.S.C. Chapter 41 Section 4103 A Fullor part-time Disabled Veterans’ Outreach Role is Intensive Services / Facilitating Placements for: A. Special disabled veterans B. Other disabled veterans C. Other eligible veterans

  7. Title 38 U.S.C. Chapter 41 Section 4103 A Maximum emphasis in meeting the employment needs of veterans shall be placed on assisting economically or educationally disadvantaged veterans. In facilitating placement of a veteran under this program: • Help identify job opportunities that are appropriate for the veteran’s employment goals and, • assist that veteran in developing a cover letter and resume that are targeted for those particular jobs.

DVOP Specialist Duties VPL 07-10 Consistent with WIA Section 134(d)(3)(C), the intensive services category now is clarified to include: Comprehensive assessment of education, skills, and abilities; In–depth interviewing and evaluation to identify employment barriers and appropriate employment goals; Group and individual career coaching; Short-term pre-vocational services that may include development of learning and communication skills, interviewing skills, personal maintenance skills, and professional conduct to prepare individuals for career goals; and Development of an individual employment plan that identifies employment goals, interim objectives, and appropriate services that will enable the Veteran to meet his or her employment goals.

DVOP VPL 07-10 Conduct outreach to locate veterans for intensive services such as: • (a)   VR&E • (b)  HVRP, IVTP and VWIP grantees • (c)   VA Medical centers and Vet Centers • (d)  Homeless Shelters • (e)  Civic and service organizations • (f)    Community Stand Downs • Military Installations • WIA partners • State Vocational Rehabilitation Services

  12. LVER Utilization Title 38 U.S.C. Chapter 41 Section 4104 (b) • Conduct outreach to employers in the area to assist veterans in gaining employment, including conducting seminars for employers and, in conjunction with employers, conducting job search workshops and establishing job search groups; • and • (2) Facilitate employment, training and placement services furnished to veterans.

  13. LVER Utilization Title 38 U.S.C. Chapter 41 Section 4104 (e) Each LVER shall be administratively responsible to the manager of the employment service delivery system and shall provide reports, not less frequently than quarterly, to the manager of such office and to the “DVET” for the State regarding compliance with Federal law and regulations with respect to special services and priorities for eligible veterans.

  15. LVER Duties/Employer Outreach VPL 07-10 LVER staff work with other service providers to promote the advantages of hiring Veterans to employers and employer groups. They market job seeking Veterans as individuals who have highly marketable skills and experience.

LVER Duties/Employer Outreach • VPL 07-10 LVER staff serve as an advocate for Veterans with business, industry, and other community-based organizations by participating in a variety of outreach activities such as: Planning and participation in job and career fairs; Coordination with unions, apprenticeship programs, and business organizations to promote employment and training programs for Veterans;

LVER Duties/Employer Outreach • VPL 07-10 LVER staff serve as an advocate for Veterans with business, industry, and other community-based organizations by participating in a variety of outreach activities such as: Informing Federal Contractors of their responsibility to recruit qualified Veterans; and Promoting credentialing and licensing opportunities for Veterans.

LVER Duties/Individualized Job Development • VPL 07-10 LVER staff should provide services such as the following to improve positive job development referrals: Job search assistance workshops for Veterans Targeted referral to training and supportive services Individualized vocational guidance and labor market information

  19. LVER Duties VPL 07-10 LVER staff may provide the full range of employment and training services available to Veterans, Transitioning Service Members, and other eligible persons. LVER staff may also conduct other employer outreach activities that support job development and the referral of Veterans to appropriate job openings. LVER staff any time that a Veteran requires an intensive service and a DVOP specialist is not available to provide that service, the LVER should provide the intensive service.

  21. STATE PLANS Chapter 41 -Section 4102 A (c) 2 Funds provided to States will be based upon an approved plan that describes: • The duties assigned to DVOP and LVER staff • The manner in which DVOPs and LVERs are integrated in the employment service delivery system

Program Integration • The State Plan should describe: • the processes used to ensure that service providers and • partners work together with DVOP specialists and LVER staff to promote employment, training and placement services for veterans through the Workforce Investment Act and other DOL funded programs operated throughout the State. • the steps taken to ensure collaboration and integration of services to ensure optimum promotion of the One-Stop Career Center services and activities for veterans and other eligible persons seeking jobs or training opportunities. Eligible VeteranChapter 42 Section 4211 The term “Eligible Veteran" means a person who: (A) served on active duty for a period of more than 180 days and was discharged or released with other than a dishonorable discharge; (B) was discharged or released from active duty because of a service-connected disability; or (C) as a member of a reserve component under an order to active duty served on active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and was discharged or released from such duty with other than a dishonorable discharge.

Eligible PersonChapter 41 Section 4101 The term “Eligible Person" means--    (A) the spouse of any person who died of a service-connected disability,    (B) the spouse of any member of the Armed Forces serving on active duty who, for a total of more than ninety days: (i) missing in action, (ii) captured in line of duty by a hostile force, or (iii) forcibly detained or interned in line of duty by a foreign government or power, or    (C) the spouse of any person who has a total disability permanent in nature resulting from a service-connected disability or the spouse of a veteran who died while a disability so evaluated was in existence.

Special Disabled VeteranChapter 42 Section 4211 The term “Special Disabled Veteran" means — (A) a veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary for a disability (i) rated at 30 percent or more, or (ii) rated at 10 or 20 percent in the case of a veteran who has been determined under section 3106 of this title to have a serious employment handicap; or (B) a person who was discharged or released from active duty because of service-connected disability.
