  1. Baseline Methodology John Driscoll Comverge, Inc. Affect on actual demand reduction

  2. Demand Resource Baseline Application • The asset actively reduced load during the 2 hours of the audit on 12/13/12. • They dropped 123kW and then maintained levels under the initial 254kW through the event. • Their unadjusted baseline reduction is about 100kW. • Once adjustment is calculated they are hit with a 200kW “penalty” and become negative at the resource. • In contrast to the other days in the week, they got a late start on this day. • They normally crank up the facility load at 6:00 but on this day they started at 8:35.

  3. Affect of a Late Start • The "penalty" or adjustment negatively affected a load curtailment by the asset even though the asset clearly had taken measures to drop load as requested. • Is it possible to remove the negative reduction so that an active participant is not penalized for participation in a test/event and give them an unadjusted baseline reduction of 100 kW since this reflects the effort that they put into assisting the resource?

  4. Clear Reduction in Load

  5. ISO NE Response • Calculations are performed correctly and interrupted MW is calculated correctly comparing actual with the Adjusted Baseline. • We have no basis to measure the performance based on effort, we have no other way/choice but to measure performance based on actual curtailment compared to Adjusted Baseline as every other asset in the market. • We cannot remove the negative reduction.
