Objective • Conduct a wargame/experiment, using JL(D)JIC and Theater Enterprise Deployment and Distribution (TED2) gaps/shortfalls as a basis, that results in the identification of requirements, potential solutions, and recommendations. • The findings will be used to identify a robust set of end-to-end logistics and mobility decision support tools to support distribution, to include force movement, sustainment, and redeployment/retrograde for joint operations and IA/MN/HN/NGO mission partners during combat, engagement, security, and relief and reconstruction operations.

Problem Statement Joint Force Commanders lack a common, interoperable capability to rapidly aggregate and analyze the information necessary to conduct adaptive theater distribution planning and facilitate timely execution decisions in austere environments across the range of military operations. Theater distribution planning includes: • Establishing, synchronizing, and adjusting optimal multi-modal, multi-nodal theater distribution operations • Comprehensive supportability and feasibility analysis in support of course of action development and execution of distribution operations which may include IA/MN/HN/NGO • The capability to assess risks associated with theater distribution operations and analyze alternative courses of action and follow-on branch and sequel plans

Joint logisticians are following the Joint Operation Planning Process to the best of their ability Logisticians accomplish the mission today using baling wire, duct tape, and determination (Brute Force Logistics) COCOM logisticians still find the transition from deliberate planning to crisis action planning and execution a complex and difficult task Experiencing an increased interaction between U.S. military logistics planners, other U.S. government agencies, non-governmental organizations and coalition partners both in planning and execution of humanitarian assistance and disaster relief operations Baseline Assumptions

The term “authoritative data source” is used often, but it is not defined in Joint Publication 1-02, Dictionary of Military and Associated Terms COCOM logisticians are dependent on collaboration to gain a whole-theater picture Logisticians are hampered by the absence of a Logistics Common Operating Picture that allows visibility over resources Several of the COCOMs have begun developing their own information systems Other studies have highlighted similar findings Baseline Assumptions (Continued)

Approach • Assessment Scope and Limitations • The Baseline Assessment will identify current Information Technology (IT) systems and provide an initial evaluation of each to see if they can meet the requirements described in the objective • Will evaluate current systems, systems in test and development, and future systems • Must facilitate the flow of logistic information necessary to support the JFC to include required data from HN, MN, IA organizations • Should operate on both the NIPR and SIPR networks

Methodology • Conducted a gap analysis • Baseline: Joint Logistics Requirements Document (21 Mar 11) and the Joint Logistics Planning report (31 Jan 11) • Product: Joint Logistics Planning Review • Presents a visual of proposed logistics planning requirements • JLP Requirements Document (21 Mar 11) presents 202 individual requirements • Initial review refined list to 86 that pertained to requirements for a TLDST • Further refined (consolidated and prioritized) list to allow for system/tool assessment

Methodology • Gathered data on the current thoughts of joint logistics planners • Utilized questionnaire results USJFCOM acquired through face-to-face interviews with COCOM logisticians, and limited contact with service component logistics planners. In addition to visiting the COCOMs, JFCOM also visited the Defense Logistics Agency HQ (DLA), the JFCOM J7 Logistics Observer Trainers and the JFCOM Joint Enabling Capabilities Command. • BAR team will evaluate identified tools/systems using supporting information/data against an agreed upon filter for vetting and discrimination • Tool Subject Matter Experts (SMEs) will analyze the BAR team findings and determine what portion of the problem statement their tool satisfies and where there are gaps in the tool’s capability. • The teams will then complete a narrative to document their findings on each tool’s strengths and shortfalls. This documentation to be used in JCIDS product development.
