Overview of Assessment • Evaluation of policy and institutional contexts • Environmental baseline study • Identification and evaluation of environmental opportunities and constraints • Identification and evaluation of impacts • Analysis of performance indicators • Assessment of the capacities to address environmental challenges • Development of conclusions and recommendations • Proposal of time frames and resources needed for the SEA Study

Evaluation of policy and institutional contexts • A more detailed evaluation of policy and institutional contexts pertaining to the multiple sectors involved and impacted by the NAS. • Identify where complimentary institutional structures exist • Identify discrepancies between sectoral plans or programs, and how these will be addressed within the SEA.

  4. Environmental baseline* study • Current state of environment • State of environment pre 2003 • Trend analysis • If no additional action is taken • For current plans • If alternates are developed *Baseline on all environmental issues for each of the sectors (Detailed in table 6.1 in Scoping Study)

  5. Identification and evaluation of environmental opportunities and constraints • Review of major environmental impacts for each of the sectors • Development of alternatives to negative impacts and strategies for enhancement of positive effects • Creating potential means of improving conditions for environment, social and economic factors in a meaningful and cost effective manner

  6. Identification and evaluation of impacts and alternatives • duration, probability, magnitude, mitigability, reversibility • the views and concerns of stakeholders • the consistency with international commitments • the socio-economic consequences • compliance with environmental regulations and standards • consistency with environmental objectives and policies • and their implications for sustainable development

  7. Analysis of performance indicators • Examining indicators being used currently • Bringing these into line with existing indicators of other sectors • Alignment of indicators with environmental sub-indicators • Pressure - environmental impacts on resources • Status - environmental status of resources • Process - efforts towards improvement of resource management(capacity building, etc.)

  8. Assessment of the capacities to address environmental challenges • Ability to implement current and alternative plans • What exists and what is needed - gap analysis • Cost effectiveness of alternatives • Recommendations for improving capacity where needed

  9. Development of conclusions and recommendations • Conclusions from all assessments • Based on assessment findings develop a set of recommendations • Specific interventions, improvements and enhancements • Technical assistance • SEA implementation and stakeholder engagement
