NSDI Strategic Plan – Purpose/Scope Purpose: • Develop a concise, updated strategic plan to guide the Federal government’s activities toward the further development of the National Spatial Data Infrastructure (NSDI) Scope: • Validate and build consensus around a shared vision of the NSDI • Define the role of the Federal government to further the development of the NSDI • Collaboratively define the roles and relationships among Federal agencies and non-Federal partners and stakeholders • Identify 4-5 strategic goals, informed by the geospatial community, for the Federal government to pursue in the next 3 years • Develop follow-up implementation plans and performance measures to achieve these goals

GAO Recommendation (GAO-13-94) * Addressed in FGDC Guidance to NGAC • …The Secretary of the Interior, as the FGDC chair should establish a time frame for creating and updating a strategic plan to improve coordination and reduce duplication, and create and implement the plan within the established time frame. The plan, at a minimum, should include: • a vision statement for the NSDI * • outcome-oriented goals and objectives that address all aspects of the NSDI • a description of how the goals and objectives are to be achieved, including a description of the resources needed to achieve the goals and objectives and how the FGDC is to work with other agencies to achieve them * • performance measures for achieving the stated goals; and • external factors that could affect the achievement of the goals and objectives. *

  9. NSDI Strategic Plan: Vision Guidance: Provide input to review, validate, and provide perspectives to help develop a shared vision of the NSDI. Study Questions: • What is the collective vision for the NSDI in 2016? • What does it look like? What has the NSDI become? • How do we know when we’ve achieved it? • Describe the NSDI in behavioral terms. • What sorts of products or services does it offer? • What value does it bring to its stakeholders and customers? Expected Product: • Concise written response to questions (2 pages). • Review NSDI vision descriptions & statements from 1994 – 2009. • Provide analysis and synthesis.

NSDI Strategic Plan: Role of the Federal Community Guidance: Provide input to help define the current and future role of the Federal government in advancing the development of the NSDI and to help define the roles and relationships among Federal agencies and non-Federal partners. Study Questions: • What is the role of the federal geospatial community in the further development of the NSDI? • What are the roles of the other sectors – non-federal government, academia, or private sector? • What is the relationship with and partnerships needed between and among the sectors? Expected Product: • Concise written response to questions (2 pages). • Review outputs from Leaders Forum & Federal Workshop. • Provide analysis and synthesis.

NSDI Strategic Plan: External Factors Guidance: Provide input to help define key external factors and trends in the geospatial community which will have an impact on the continued development of the NSDI. Study Questions: • What are the external trends or factors that may affect the further development of the NSDI and full implementation of the strategy? • Consider industry trends, economic climate, political factors, technology, social media, and uncertainties. Expected Product: • Concise written response to questions (2 pages). • Review outputs from Leaders Forum & Federal Workshop. • Provide analysis and synthesis.

  12. Geospatial Platform Implementation/Partnership Models Guidance: The FGDC requests continuing input and feedback as the Platform moves into implementation phase. Study Questions: • Data as a Service (DAAS) Public-Private Partnerships • How can public-private partnerships to provide DAAS work most effectively? What models or best practices would the NGAC recommend for consideration? • What are the optimal approaches and best practices for public-private partnerships to make commercial data available for execution of government missions? • Geospatial Platform Implementation • Provide feedback on technical, administrative, and governance-related topics relevant to the Geospatial Platform as implementation progresses. Expected Products: • Summary Paper on Public-Private Partnership Models for DAAS • Real-time feedback via webinar on platform implementation & enhancements • Summary report to NGAC membership documenting feedback

  13. A-16 Guidance/Portfolio Management Implementation Guidance: Provide continuing feedback and comment on the A-16 / portfolio management plan as it is developed. Study Questions: • Provide continuing feedback and comment on the A-16 / portfolio management plan as it is developed. Expected Products: • Real-time feedback on the conceptual approach for the A-16 / Portfolio Implementation Plan. • Review and written comment on the implementation plan once drafted.

  14. Landsat Advisory Group (LAG) Guidance: Provide advice, through the NGAC and in collaboration with the Landsat Science Team, on the requirements, objectives, and actions of the Landsat Program. Study Questions: • Potential new applications of Landsat imagery • Current and future Landsat data and information product characteristics • New approaches to data management and distribution • Dialogue with industry on future development of terrestrial Climate Data Records (CDRs) • Review and comment on NRC report – Land Imaging Program • Partnership opportunities to maintain land imaging capability Expected Products: • Brief paper(s) in response to government questions outlined in guidance
