  2. Can practice ever match up to the rhetoric of policy? • Grand visions for the future • Goodbye to 1948, it’s the 21st century • Workforce transformation • Easier said than done… but can we really afford not to do it? • Why does partnership working struggle at times? Steve Morgan ~ www.practicebasedevidence.com

  3. Is the bigger picture anything new? • Yes: it offers a uniform vision for all public services… • Yes: it apparently has all-party support • No: what initiative didn’t talk of putting the person at the centre? • No: case management… NSF… Valuing People… recovery… Steve Morgan ~ www.practicebasedevidence.com

  4. What does personalisation mean? • Carr, S. and Dittrich, R. (2008) Personalisation: a rough guide. Adult Services Report 20, Social Care Institute for Excellence. • Bird, A. and Wooster, E. (2008) Personalise this! Openmind, Sept/Oct pp6-9. Steve Morgan ~ www.practicebasedevidence.com

  5. Where did the CPA go wrong? • Clear messages, unclearly interpreted • Changing Practitioners into Administrators • Creative Passionate and Artful (Morgan, Wetherell and Wetherell 2009: The Art of Co-ordinating Care. OLM-Pavilion, Brighton) • Co-ordinating care is about everyone, not just care co-ordinators! Steve Morgan ~ www.practicebasedevidence.com

  6. How do we translate policy into practice (1)? • Training develops awareness, but… meaningful change requires a new priority on practice development • Knowledge & skill is the easy bit, but… what about prioritising values & attitudes? • It’s more about doing the right things, than the fear of things going wrong • Can we trust bureaucracies to deliver? Steve Morgan ~ www.practicebasedevidence.com

  7. How do we translate policy into practice (2)? • Service user-centred working… starts with the individual not the focus group • Strengths-working… more than lip-service • Positive risk-taking… reasoned & structured approach to decision-making • Systemic practice development… redress the balance between evidence-based practice & practice-based evidence Steve Morgan ~ www.practicebasedevidence.com

  8. Does transformation have to cost money? • Yes, but… not as much as might first be thought! • No evidence that it needs any new massive injection of cash (8 US agencies research) • But… it does need piecemeal long-term use of money • Development budgets need to be intact or newly initiated… and much better focused Steve Morgan ~ www.practicebasedevidence.com
