  1. RAPPAMand the WB/WWF Tracking Tool Catherine Plume World Wildlife Fund/LAC Secretariat NGO Experts Meeting/IABIN Protected Areas Network; Nov 1-2, 2004

  2. 6 elements of the WCPA framework

  3. RAPPAMRapid Assessment and Prioritization of Protected Area Management Methodology

• adequate knowledge and data • most useful when comparing PAs with similar broad objectives

  7. RAPPAMBagaimana bekerjanya RAPPAM QUESTIONNAIRE • berdasar pada kerangka kerja WCPA • mencakup 100+ pertanyaan • Relies on qualitative scoring by experts • Pertanyaannya tergantung pada konteks GROUP DISCUSSIONS • Membangun baseline bersama • Membantu untuk verifikasi data

  8. RAPPAMAnalyses You Can Do • Efektivitas pengelolaan • Tekanan dan Ancaman • Vulnerability • Prioritas Hayati • Prioritas Sosial Ekonomi • Trends and Outlook

  14. RAPPAM Findings:BoliviaIdentification of Priorities

  15. RAPPAM Findings: Bolivia Identification of correlations

  16. RAPPAMAchievements • Over 600 protected areas in around 40 countries assessed • WWF International is now one of the most important repository of site-specific and system-wide management effectiveness assessment reports in the world...

  17. Temuan dari 6 studi kasus RAPPAM (SOUTH AFRICA, RUSSIA, CHINA, BHUTAN, LAO PDR, GEORGIA) • 7 Kelemahan utama Pengelolaan • Pendanaan • Staf • Rencana Pengelolaan Natural • Inventarisasi sumberdaya • Penegakan hukum • Pemantauan dan penelitian • Hubungan ke masyarakat • 7 Ancaman utama • Invasive plants • Hunting/ poaching • NTFPs • Fires • Logging • Tourism • Encroachment

  18. RAPPAMDecisions from CBD Target: By 2010, frameworks for monitoring, evaluating and reporting protected areas management effectiveness at sites, national and regional systems, and transboundary protected area levels adopted and implemented by Parties. 4.2.1 Develop and adopt, by 2006, appropriate methods, standards, criteria and indicators for evaluating the effectiveness of protected area management and governance, and set up a related database, taking into account the IUCN-WCPA framework for evaluating management effectiveness, and other relevant methodologies, which should be adapted to local conditions. 4.2.2 Implement management effectiveness evaluations of at least 30 percent of each Party’s protected areas by 2010 and of national protected area systems and, as appropriate, ecological networks. 4.2.3 Include information resulting from evaluation of protected areas management effectiveness in national reports under the Convention on Biological Diversity. 4.2.4 Implement key recommendations arising from site- and system-level management effectiveness evaluations, as an integral part of adaptive management strategies.

  19. RAPPAMWWF's Response • Help implement nationwide (or regional) assessments in at least 40 (priority) countries • So far, 12 completed, 2 underway, 4 in the next month, and around 15 other interested countries… • Coming soon: Bolivia, Czech Republic, Slovakia, Indonesia, PNG, Vietnam, Bulgaria, Cambodia...

• An assessment is not a panacea, but is a critical first step • Dukungan administratif, keuangan, dan kebijakan lebih lanjut sangat penting untuk peningkatan.

  21. World Bank/WWF Tracking ToolA Site-Level Management Effectiveness Tracking Tool • Identifies progress on management effectiveness of WWF and World Bank PA Projects • Provides baseline data on Alliance PA portfolio • Identifies global trends and priorities for the development of tools and policies • Identifies key management issues in PA management and how to resolve issues • Assists reporting and accountability • Identifies appropriate follow-up

  22. World Bank/WWF Tracking ToolA Site-Level Management Effectiveness Tracking Tool • Tool to collect data on WB / WWF Forest PA portfolio • Portfolio-wide • Quick, focused on sites • Relies on knowledge of WB / WWF staff and PA managers • Limitations • Small amount of quantifiable data • Should be backed up by more detailed assessment system • Scoring system should not be used for comparison between sites • Limited evaluation of outcomes

  23. Tracking Tool Responses 122 Tracking Tools in 23 countries Africa (26), Asia (55), Europe (3), Latin America (38)
