  1. Update on Virginia Department of Emergency Management Michael ClineState Coordinator Mission Statement Leading the effort to protect Virginia from the impact of emergencies and disasters

Budget • 2010 • Governors budget reductions for FY10 achieved with one-time special funding (sum sufficient) • Additional utilization of federal funds for selective positions • Delaying recruitments • Curtailing travel • Especially conventions and out of state • Deferring all non-essential procurements • Reducing wage employee hours, but no layoffs • Federal programs largely unaffected • Holding line on pass thru funds/activities • 2011/2012 -- ????

  3. 2010 Grants • Expecting grant announcement in November • Will hold 7 regional meetings in December • Funding level = to last year • State Emphasis • Changing the process when collecting projects

  4. General Updates • New FEMA Team • Emergency Management Accreditation Program • Reaccreditation in 2010 • Updates to COVEOP • Hazardous Materials • Pan Flu • Basic Plan • Hurricane • Mass Shelter • Several ESFs finalizing updates

  5. Mass Sheltering Plan • Added to the Emergency Operations Plan • Formed VECTOR • State Sheltering Program • Across the state • At colleges, universities and other state-owned facilities • Managed by DSS • First Inland Hosting Shelter Agreement

State Shelter Status • 18 confirmed shelter sites (40 buildings) • 1 site non-hurricane • 2 sites are not state-owned • Includes The Meadow Event Park (New State Fair) • Initial assessment and planning meeting recently completed • Population (estimated) • +/- 20,937* General Population • +/- 591* Special Medical Needs Population • 10,474 Pet Population * Capacities fluctuate until final planning and layout is completed and approved

Local Refuges of Last Resort • Vulnerable populations may not leave region for many reasons • Localities need to identify facilities for use as ROLR • Hampton Roads ROLR planning has increased in the past year • ROLR plans are not ready for publication but will be implemented as needed by localities

Regional Catastrophic Preparedness • Hampton Roads Regional Planning Grant • Allocations: FY08 $4.3M, FY09 $1.4M • 22 Eastern VA localities, and 2 Northeast NC localities • Focused on 3 capabilities: • Evacuation • Mass Care and Sheltering • Technical/structural reviews of designated shelter and ROLF facilities • Commodities & Resource Management

  9. Disaster Credentialing System • Software to track companies/vendors approved to enter impact areas • Application via internet • Controlled through VEOC • Once approved, VEOC can authorize • Specific disaster • Limited period of time • Company/vendor prints disaster-specific credential

  10. Resource Planning • EMAC Training • EMAC A-Team Classes for Localities • Early 2010 in Richmond • Resource Manager 2.0 • WebEOC database program • Populated by June 1, 2010

  11. IFlOWS • Identifying Generic Flood Stage • ½ of stream gauges do not have identified flood stage • Working with localities to refine information to better reflect local flooding issues

  12. IFlOWS • IFLOWS Website • Displays automated flood warning system info • Still have ability to view data at county level • Allows public to subscribe to alert notifications • USACE project • Enhance flood warning capabilities

Communications • WebEx Conference Calls • Enhances sharing of information through graphics and presentations  • Operator Assisted function • Ensures only invited participants attend and maintains order • Lines are muted during call; Keypad command for asking questions • If unable to join WebEX, participants can dial audio bridge

Communications • Virginia Briefing Report • Information, articles and resource documents from open sources • Provides emergency management/public safety info  • VDEM Amateur Radio Communications Auxiliary • Created more than two years ago; 42 current members  • Provides cadre of trained amateur radio operators

New Fusion Center Products • HSIN – VA Emergency Management • The platform for Information Sharing used by the VFC. • Provides information and document sharing. • Each HSIN user can set up customized e-mail alerts to help stay abreast of new documents that are posted to HSIN portals. • To get an account, email hsin.va@vsp.virginia.gov

New Fusion Center Products • Daily Tactical Brief: • Disseminated via email after 1400 hours each business day. • Monthly Intelligence Highlights: • Completed at the Law Enforcement Sensitive and For Official Use Only levels. • Will only be posted to HSIN-Virginia and HS-SLIC on the 10th of every month.

Recovery & Mitigation • Training • More workshops scheduled for 2010 • eLearning option of PA Shelter workshop • Available in January • Va.PA.org • Roll out in early 2010 • Training will be available • Search for mitigation software underway • Long-Term Disaster Housing Task Force • Responsible for Disaster Housing strategy • State-led and supported by FEMA

  18. NCR Catastrophic Grant • $12M DHS Grant to encourage multi-jurisdictional catastrophic planning • NCR partnership between VA, MD, DE, WV, PA and DC through mid-Atlantic all hazards consortium as a vehicle for project development. • Groups for: • Behavior analysis • Transportation • Mass Care • Resource Management • Public Information • Modeling and Simulation
