  2. A methodology for facilitators Role: To promote the community participation and involvement of vulnerable groups in the budgeting process. Responsibilities: Awarenes raising Provide Information Improve Communication Organizing meetings Facilitate discussions Mediation

Lessons learned • The facilitators have to be involved and participate in the preparation of the local government meetings concerning the participatory budgeting process • This would motivate the facilitator and inform the facilitator on the different disicions and policies that are to be followed during the course of the process.

  4. Lessons learned • Meetings have to be held in appropriate environment. • Local government should pay much attention to providing adequate conditions for the participants to participate in the meeting. • provide the necessary means and support for the facilitator to facilitate the meeting.

  5. Lessons learned (challenges) • Avoid the shifting of the discussions to personal matters and irrelevant issues. • In the poor communes the facilitators have to be supported by the commune in order to carry out their mission (transportation expenditures)

Survey results: On the participation of vulnerable groups • Number of interviewed persons 150 Of them: • 95% Male and 5% Female • Age group: (-25) 12%; (25-35) 26% ; (35-55)48% (25+) 14% • Vulnerable people (poor): 38% • Education attainment of respondents: (elementary) 12%; (primary) 31%; (secondary)52%; (tertiary) 5%

Survey results: On the role of the facilitator • Evaluation of the facilitator/assistant role • Question: How do you consider the facilitation training you received? • Answer: we received an adequate amount of information 90%, need more knowledge on the local budgeting 30%, need more skills and knowledge on the prioritization process 60%. • Question: what would be helpful training in your role as a facilitator ? • Answer: training in communication 10%; more knowledge on facilitation 30%, support in the field activity 60%

  9. “Results- key risks” Question: In your opinion what would endanger the success of the PB process? Answer: • Shortage of financial means • Lack of interest from the community • Lack of capacities • Tensions and conflicts between the community members
