  7. VULNERABLE GROUPS Groups that experience a higher risk of poverty and social exclusion than the general population. Ethnic minorities, migrants, disabled people, the homeless, those struggling with substance abuse, isolated elderly people and children all often face difficulties that can lead to further social exclusion, such as low levels of education and unemployment or  underemployment.   8. VULNERABLE GROUPS In Russia the term "vulnerable group" appeared in the conceptual apparatus of science with the beginning of a market economy. The phenomenon of "vulnerable groups“ - has been studied very little. Different scholars have different interpretations of the concept. “To make vulnerable – to be hurt, to cause a wound, to cause moral harm." [Dal's dictionary, p. 530]

BASIC CONCEPTS SOCIAL SERVICES - activities to provide social help to overcome a difficult life situation DIFFICULT LIFE SITUATION - a circumstance (a number of circumstances)‏ that objectively contravenes or may damage the livelihood of a citizen (family), may put a life / health into threatening position the consequences of which he/she (family) can not overcome on their own RECIPIENT OF SOCIAL SERVICES - a citizen and (or) family, who are under a difficult situation to be overcame with provided social services

Grounds for citizens (families) to recognized to be in need of social services(in difficult life circumstances) • Partial or total loss of the ability to care for themselves and / or move due to old age (women over 55, men over 60 years old); • disability; • orphanhood,the abandonment and neglect of minors; • family problems, social risk (conflicts, domestic abuse, antisocial behavior in children and / or parents, the absence of one parent or both parents); • the presence of HIV-infected family members, family members with constant drug or alcohol addiction; • individuals with disabilities in the family and / or children with disabilities, • recognition of the individual (family) as poor (low-income) in accordance with the legislation of the Russian Federation on state social assistance; • homelessness, and absence of occupations, including due to release from prison; • the negative consequences of emergency situations, military and ethnic conflicts, illegal actions of others, as well as natural and man-made disasters.

Means for determining the individual need in social services (CONSIDERATIONS)‏ 1) the state of health, the need for a permanent, temporary or one-time outside help because of the partial or total loss of the opportunity to meet their own basic needs;2) marital status, the presence or absence of relatives, performing or capable of care, custody of minors;3) housing;4) material security;5) psychological state representing adanger to life or health;6) the threat of falling into a socially risky situation.

Terms for the provision of social services Social services to citizens (families) in difficult life circumstances are provided • in home conditions to senior citizens and disabled people with severe limitations on their ability to care for themselves or move, in need of a permanent or temporary assistance / families with children with disabilities, including children with disabilities • in semi-stationary conditions to recipients of social services in social services agency for a certain time of day, day or night • in stationary conditions to the recipients of social services for permanent / temporary (up to 6 months) / five days a week - round the clock living accommodation in social service institutions.

Social services for personal assistance 1) support to get to government agencies, medical facilities, educational institutions, and cultural institutions;2) assistance in writing and (or) reading letters;3) explanation of the information obtained;4) assistance in computer use and other technical equipment for the preparation, production and transfer of information, and the Internet use.

  23. Social and legal services 1) assistance in obtaining free legal aid in accordance with Russian Federation law;2) to help the registration and reissue of documents;3) the organization of legal advice, including on pensions and / or getting social support, established by Russian or local law.

Free of charge provision of social services 1) persons who are not capable of caring for themselves due to old age, illness, or disability and do not have relatives, if their average income does not exceed the subsistence minimum established in the subject of Russian Federation, in which they live; 2) persons who are in a difficult life situation due to family problems, unemployment, natural disasters, accidents, and victims of armed and ethnic conflict; 3) minor children who are in difficult situations, children with disabilities, orphans and children without parental care; 4) retirees who are 80 or over years old, living alone or in a family consisting of pensioners.

RIGHTS OF SOCIAL SERVICES RECIPIENTS 1) Respectful and humane treatment by providers of social services; 2) The reception of free, accessible form on their rights, responsibilities, types, extent, conditions and procedures for the provision of social services, and the anticipated results of the delivery of social services; 3) an objective determination of individual needs in social services.

RIGHTS OF SOCIAL SERVICES RECIPIENTS 4) the choice of social services, the terms of the social services, and social service providers; 5) consent to receive social services in accordance with the terms of the contract with the supplier of social services; 6) the refusal of offered social services; 7) maintaining the confidentiality of the information provided in order to receive social services; 8) protection of their legitimate rights and interests, including through legal channels;

RIGHTS OF SOCIAL SERVICES RECIPIENTS 9) appeal an action (or inaction) of officials of social service institutions and their decisions in accordance with the legislation of the Russian Federation on the appeal of actions and decisions which violate the rights and freedoms; 10) to participate in the Public Commission for the Protection of the Rights of recipients of social services provided by, inter alia, in the institutions of social services; 11) participate in the formation of the individual program of social services for a citizen (family).

RESPONSIBILITIES OF RECIPIENTSOF SOCIAL SERVICES • 1) to provide, the information needed to address the issue of the provision of social services in accordance with the Russian Federation law; • 2) to promptly inform social service providers about a change in circumstances affecting the provision of social services; • 3) to follow the rules of internal procedure of social service agencies when receiving social service, and not to disturb the peace.
