  6. REGULATIONS • Title 14 of the Code Of Federal Regulations (14 CFR) Part 65, Subpart, D Mechanics. • www.faa.gov Look under the tab “Regulations & Policies”.

REGULATIONS (continued) • FAR 65.71, Subpart D (Eligibility Requirements) • Must be 18 years of age. • Be able to read, write speak and understand the English language. • Have passed all of the prescribed tests within a period of 24 months. ***********************************************************************

  8. REGULATIONS (continued FAR 65.75, Subpart D (Knowledge Requirements) • Each applicant MUST pass a written test covering the construction and maintenance of aircraft. • Applicant MUST pass each section of the tests before applying for the oral & practical tests.

REGULATIONS (continued) • FAR 65.77, Subpart D (Experience Requirements) • At least 18 months of practical experience appropriate to the Airframe or Powerplant rating. • At least 30 months of practical experience concurrently performing the duties appropriate to both the Airframe and Powerplant ratings.

  10. REGULATIONS (continued) • FAR 65.79, Subpart D (Skill Requirements) • Applicant must pass an oral and practical test on the rating he/she seeks. • An applicant for a Powerplant rating must show his/her ability working with propellers.

FAA ORDER • FAA Order 8900.1 “Flight Information Management System”. “When evaluating military experience, aviation safety inspectors are not to accept military occupational specialty (MOS) or Air Force Specialty Codes (AFSC) “carte blanche” as qualifications to accepting experience of FAR 65.77.

  12. FAA ORDER (continued) FAA Order 8900.1 “Flight Information Management System”. Even thoughthe MOS suggest authorization for either airframe, powerplant or both the A&P certificates, the inspector will perform a thorough interview and detailed review of records, to determine if the applicant qualifies under 65.77.

FAA ORDER (continued) • “To help speed the review process, the applicant is encouraged to supply the following.” A letter from the applicant’s executive officer, maintenance officer or classification officer that certifies the applicant’s length of military service, the amount of time the applicant worked in each MOS, the make and model of aircraft and/or engine on which the applicant acquired the practical experience, and where the experience was obtained.”

  14. FORMS • FAA Form 8610-2 “Airman Certification And/Or Rating Application” • Available at www.faa.gov • Click on “Licenses & Certificates” • This form is located under the heading “Forms”. It is a two page form. • Fill out one copy BUT DO NOT SIGN OR DATE IT!!!!!!

DOCUMENTS THAT VERIFY YOUR EXPERIENCE Anything that documents your MOS/AFSC code and experience to include: • DD 214 • Letter from the applicants Executive, Maintenance or Classification Officer verifying experience. • Diplomas from completed aviation related courses with hours completed. • Any documents that verify military experience and training.

  16. ACTUAL AUTHORIZATION PROCEDURE • The applicant fills out one FAA Form 8610-2. DO NOT SIGN OR DATE IT! • Assemble all supporting documents that verify MOS code's) and experience. (If you are not sure about a document, BRING IT)! • Call San Diego Flight Standards at 858-502-9882 and make an appointment to see an Airworthiness Inspector. • Be on time. If you are going to be late, call the FSDO and let us know.

  18. ACTUAL AUTHORIZATION PROCEDURE (continued) Once at the FSDO, the Inspector will: • Review your FAA Form 8610-2. (Bring a photo identification). • Review all your supporting documentation to determine your MOS code's. • Interview the applicant to determine if he/she qualifies under FAR 65.77.

  19. ACTUAL AUTHORIZATION PROCEDURE (continued) • If you fail to meet the requirements of FAR 65.77, the Inspector will explain why. • When you meet the requirements of FAR 65.77, the inspector will make another copy of your FAA Form 8610-2. You both will then sign and date BOTH copies.

  20. ACTUAL AUTHORIZATION PROCEDURE (continued) • DO NOT lose these two signed forms. They are good indefinitely. If you lose them, you get to start this process ALL over again. • Once you take your first written test, you must pass all the required tests within a 24 month period. (Plenty of time)!!

ACTUAL AUTHORIZATION PROCEDURE (continued) • The Inspector will give you a list of facilities in the San Diego area where you can take the written tests. • He will also give you a list of Designated Mechanic Examiners (DME) in the San Diego Area. (There are two examiners). They administer the Oral & Practical tests.

ACTUAL AUTHORIZATION PROCEDURES (continued) FAILED WRITTEN TESTS • The testing facility willannotate the second page of your 8610-2 and identify the specific area that needs attention. • If you can find an Airframe and or Powerplant Mechanic (depending on the area that needs attention), he/she can give you instruction and prepare a letter indicating additional instruction received in each subject previously failed. You can then re-test the next day or later as determined by your mechanic.

  24. ACTUAL AUTHORIZATION PROCEDURES (continued) FAILED WRITTEN TESTS (CONTINUED) • If you do not have access to an Airframe or Powerplant mechanic, you will have to wait 30 days to re-test.

  25. What Happens When You Pass The Written Exams? Go see a DME (Designated Mechanic Examiner) who will administer: An Oral and Practical (hands on) test.

  26. WHAT HAPPENS IF YOU FAIL THE ORAL & PRACTICAL?? The DME will advise you of your options. You can review these options in: FAA Order 8900.2 Change 1, page 6-12. However, the DME will list the areas failed on the back of your 8610-2.

  27. Oral & Practical Failure-continued.. If you retest within 30 calendar days of the previous test, you must contact the DME to set up a new test date. You will present a statement to the DME from an airman holding the certificate and rating sought by the applicant, certifying that the airman has given the applicant additional instruction in each of the subjects failed and that the airman considers the applicant ready for retesting. The DME should retest you if you have met the requirements.

Acceptable forms of Authorization (All Tests) • Original FAA Form 8610-2, Airman Certificate and/or Rating Application • Make sure all applicable blocks on the upper left side of the form are properly filled out • Block V must have the following • Inspector’s original signature • FAA District Identifier • Date • You retain both original 8610-2 forms issued by the Flight Standards District Office (FSDO) • Graduates of a Part 147 School that is officially affiliated with a testing center can leave Block V blank Philip L. Acceptable forms of Authorization (All Tests) • A graduate of a Part 147 School officially affiliated with a testing center, • May take the knowledge test upon presentation of an appropriate graduation certificate or certificate of completion to the affiliated testing center • AND • Graduate’s name • Graduation date • Curriculum from which he or she graduated • Must also be in the certified list received from the Part 147 school prior to administering the appropriate test Philip L. Registration and Payment (continued) • You must have something with your current address on it • Government ID is best • But other things such as a • utility bill is acceptable • DVV vehicle registration etc. • are acceptable • This will be photo copied so it must be legible Philip L. Retesting policy (All Tests) • 30 day waiting period • If you have a failed test without a signed statement • The 30 day waiting period is waived • Presents a signed statement from an airman holding the rating/certificate sought by the applicant • It must certify that the airman has given applicant additional instruction in each subject that is failed and the airman considers the applicant ready for retesting • The original failed test report be retained by the proctor and attached to the application sign-in/out log Philip L. Aviation Maintenance Technician • The purpose of the Aviation Maintenance Technician Program at Miramar is to prepare candidates to test for the Mechanic’s Certificate. • Objectives and standards for the Program are set by Federal Aviation Regulation. 14CFR147 • Program completion meets the experience requirement of 14CFR65.77

FAA Approved Program • The Program is 1900 hours long by F.A.A. rule. • It is currently 78 units of College creditalong with a Certificate of Completion from the College. • An Associate of Science Degree can be earned with an additional 18 units of General Education and District required courses.

  45. Program Curriculum • The Program is broken into three major sections: • General • Airframe • Powerplant • Each section is further broken into individual subject classes • This allows students the flexibility to adjust their course load to fit their time requirements.

  46. Aviation Maintenance Technician • The program is set up to complete the requirements in 5 semesters. Could be 6 in today’s economic environment. • All students start with the General classes. • AVIM 101G • AVIM 102G • AVIM 101H • AVIM 102H • Classes are given both day and night in order to accommodate students’ schedules.

  49. Two options of when pursuing your A&P License 1. Part 147 of the FARs (Miramar College) 2. Part 65.77 of the FARs (Embry-Riddle’s program)

  50. Part 65.77 Each applicant for a mechanic certificate or rating must present either an appropriate graduation certificate or certificate of completion from a certified aviation maintenance technician school or documentary evidence, satisfactory to the administrator, of: (a) At least 18 months of practical experience with the procedures, practices, materials, tools, machine tools, and equipment generally used in constructing, maintaining, or altering airframes, or powerplants appropriate to the rating sought; or (b) At least 30 months of practical experience concurrently performing the duties appropriate to both the airframe and powerplant ratings.
