  4. OUTCOMES FROM CHIRUNDU MONITORING PROJECT • 2nd busiest border post between Zimbabwe and Zambia on N-S Corridor • Project carried out in 2006 and 2007 • Monitoring done by Transport Logistics Consultants • One staff member housed in office on Zambian side SSATP, Lilongwe, 20th Oct 09

OUTCOMES FROM CHIRUNDU MONITORING PROJECT • Just over 1% of all goods vehicles were monitored • All commodities were monitored • On average, 225 goods vehicles transited in one day (total of both directions) • On average, a vehicle took 39 hours to transit Northbound and 14 hours to transit Southbound SSATP, Lilongwe, 20th Oct 09

OUTCOMES FROM CHIRUNDU MONITORING PROJECT • Cost of these delays is over US$20 million per annum, just for the vehicle and not the goods • Delays mainly on consolidated loads, i.e. goods involving more than one consignor/consignee. • Close to 3 days to clear • Main causes are customs clearance and payment of duties SSATP, Lilongwe, 20th Oct 09

OUTCOMES FROM CHIRUNDU MONITORING PROJECT • Recommendations • Continue to change the mindset of authorities, through training, to include more trade facilitation and less control • Jointly manage and reduce the number of controls • Create a border management institution • Reduce corruption and smuggling through more efficient and transparent border transit SSATP, Lilongwe, 20th Oct 09

PROGRESS TOWARDS CHIRUNDU ONE-STOP BORDER POST • In 2006, the REC-TCC agreed that Chirundu be the pilot one-stop border post for the Southern African region • COMESA lead the process and RTFP was given the task to make it happen • JICA and DFID agreed to fund the process SSATP, Lilongwe, 20th Oct 09

PROGRESS TOWARDS CHIRUNDU ONE-STOP BORDER POST • All stakeholders were involved in the process • A Zambia/Zimbabwe MoUon border design and operation was drawn up and signed • Legislation was passed by member states’ parliaments, that enabled them to create OSBPs. This legislation applies to any other OSBP they wish to create SSATP, Lilongwe, 20th Oct 09

PROGRESS TOWARDS CHIRUNDU ONE-STOP BORDER POST • As two new terminals were either completed or being completed, there was no need for new major infrastructure • The old Otto Beit suspension bridge is to be used for passenger traffic • A procedures manual is being finalized • Training is being carried out with staff and the private sector SSATP, Lilongwe, 20th Oct 09

PROGRESS TOWARDS CHIRUNDU ONE-STOP BORDER POST • Funding for some infrastructure alterations and additions must be sought and the works completed • There are IT and connectivity challenges • As it is the first to be commissioned in Africa, problems keep arising • The OSBP was to be launched in Sept, but is now planned for November SSATP, Lilongwe, 20th Oct 09

BEITBRIDGE • The busiest border in the region • Old and compacted border facilities are straining to cope with increasing traffic of up to 600 trucks per day • Already there are times when the queues stretch for kilometres and it takes several days to get through the border SSATP, Lilongwe, 20th Oct 09

BEITBRIDGE • A document of problems and potential solutions was drawn up by FESARTA and stakeholders updated and ratified it • All high-level stakeholders attended an RTFP-funded workshop at which the document was used as the base material. • Outcomes were produced SSATP, Lilongwe, 20th Oct 09

BEITBRIDGE • SADC (on behalf of the Tripartite) took ownership of the process and held two working group meetings • A situational analysis of the border posts and the two bridges was carried out. (The Zimbabwe authorities are not cooperating on ownership and tolling of the 2nd bridge) • An action plan, MOU and ToR have now been drawn up and circulated for comment SSATP, Lilongwe, 20th Oct 09
