  3. Need for an Operations Manual To ensure uniform interpretation and application of the Bilateral Agreement by Zimbabwean and Zambian governmental agency officials in their day to day operations.

Methodology • Operations Manual was produced by representatives of the border control agencies and private sector organisations based at Chirundu • Three Working Groups set up: • Immigration (Zimbabwe and Zambia) • Customs (Zimbabwe and Zambia) • Other Governmental Agencies (Zimbabwe and Zambia) • Documents considered in preparing draft: • Approved procedures (November 2010) • Bilateral Agreement between Zimbabwe and Zambia • Zimbabwe & Zambia OSBP Acts of Parliament

Methodology • Consultative meetings - interconnectivity: • With other border agencies at Chirundu Border Post • With ZIMRA in Harare • With ZRA in Lusaka • Drafting of the Operations Manual • Presentation of Draft Manual to Chirundu border control agencies for comments • Preparation of final Draft

  6. Structure of Operations Manual • Divided into five parts: • Part One Overview of OSBP Operations • Part Two Risk Management • Part Three Infrastructure and Traffic Flow • Part Four Joint Inspections • Part Five Management and Maintenance

  7. Highlights • Connection of Other Border Agencies to Customs ASYCUDA system • Application of risk management – ASYCUDA • Selectivity • Use of Fast Track • Zambia provided list of qualifying goods • Zimbabwe still to submit list • Joint inspections • Use of OSBP gate passes – Customs and Immigration

  8. Highlights • Sharing of resources: • Scanner • Weighbridge • Information – e.g. on risk management

Next Steps Border Agencies submit comments to CDC by 30 April 2011 CDC to review and finalise Operations Manual CDC to forward Final copy of Operations Manual to the Ministry of Regional Integration and International Cooperation for distribution to border agencies Purchase and delivery of 5 computers to Chirundu One Stop Border Post for use by Zimbabwe border agencies to allow for interconnectivity and application of risk management.
