Importance of the border regions for Baden-Wuerttemberg • About 1/3 of the federal state‘s borders are external borders (13 administrative districts) • Above-average development of the border regions; geographical situation as “soft factor“ for attracting business to the regions • Complementary strengths through cooperation creates value for BW in the competition – e.g.: territory of the Upper Rhine Conference with about 5.9 million inhabitants generates the same GNP as Norway • German-French border region: functions as a bridge EU – CH • Upper Rhine, High Rhine, Lake Constance: because of long-standing experiences and successes in cross-border co-operation they are considered European model regions • In the competition between the regions and border regions, BW – together with its French, Austrian, and Swiss neighbours – can only take a leading position now and in the future if existing potentials are consistently fostered on the cross-border level

EURES-T: Statutes • The basis is made up by the three-year strategic working plan for 2010-2013 and the operative annual working plan, as well as the EURES financial agreement between the EU Commission and the financially responsible organisation of the partnership • Partners: public employment services, employers’ associations, trade unions, local authorities • The partnership defines rules of procedure/operation (master agreement) to determine the goals, co-operation and responsibilities • The supervising body is the steering committee, where the signatories of the letter of intent meet regularly and decide matters of general importance

EURES-T: Organisation • EURES-T votes a president, manager, and coordination within the steering committee • President: external representation of the partnership • Manager: strategy / advisory for the president • Coordination: running matters of partnership • Steering Committee: Resolutions on strategy and measures within the scope of relevant EU requirements • EURES Advisors: Implementation of cross-border activities, transgressing national borders and organisations
