Strategic implications of agenda control Once upon a time (long, long ago), three friends want to go to a concert, but they have diverse preferences: Tom likes the Rolling Stones (A), Dick likes the Grateful Dead (B), and Harry likes James Taylor (C). Tom: P(a)>P(b)>P(c); Dick: P(b)>P(c)>P(a); Harry: P(c)>P(a)>P(b). How should they pick a concert? How about an election with a runoff? First choose between A and B: A wins Then choose between A and C: C wins! OR: First choose between A and C: C wins Then choose between C and B: B wins! OR: First choose between B and C: B wins Then choose between B and A: A wins! Conclusion: She who controls the agenda, controls it all!
