Health Policy Research Priorities FY 2004-2005 • Research in support of implementation of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) • Research on providing health insurance for the uninsured • Research in support of effective methods of disease prevention

  4. Health Policy Research • Immediately Relevant to Policy Debate • Quick Turn-Around • Increase range of research collaborations

  5. MMA Research • Goal: Facilitate and encourage competition • Areas of Work: • Risk adjustment of Medicare drug benefit plans • Study of market areas • Medicare Advantage • Competitive acquisition

  6. Uninsured Research • Goal: Identify effective strategies for expanding health insurance • Areas of Work: • Understanding the dynamics of uninsurance • Options for increasing insurance • Microsimulation

  7. Prevention Research • Goal: Facilitate development of effective policy on prevention • Areas of Work: • National Diabetes Action Plan • Avoidable losses: • Productivity • Hospitalization • Cost effectiveness

  8. Areas Under Development • Work likely to be done in FY06 • Continuation of work already described • Payment for social goods in both Medicare (e.g., GME, DSH) and Medicaid (uncompensated care) • Physician payment • Miscellaneous • Emerging issues
