  2. FP7簡介 • FP計畫（Framework Programme）始自1984年。2007至2013年為FP計畫第七期，即FP7。 • FP7擬投入預算高達532億歐元，約為2兆4000億台幣。 • FP計畫希望強化歐盟的創新研發能力，提供會員國旗下產官學界研發經費及平台服務。 • FP7的短期目標為傳承FP6，建立「歐洲研究區域」；長程目標則欲發展歐洲成為以知識為本的經濟與社會體。 • 補助歐盟會員國及發展中國家(ICPC)研究經費（原則不補助台灣研究經費） 2

IDEAS – Frontier Research • Frontier research • Support to individual teams, to promote excellence through Europe-wide competition • Simplified grant mechanism Objective: This programme will enhance the dynamism, creativity and excellence of European research at the frontier of knowledge. This will be done by supporting “investigator driven” research projects carried out across all fields by individual teams in competition at the European level. Projects will be funded on the basis of proposals presented by researchers on subjects of their choice and evaluated on the sole criterion of excellence as judged by peer review. Minimum conditions for participation Three independent participants from 3 different Member States (MS) or Associated countries (AC) Member States (MS): EU 27 Associated countries (Ac): EU non member countries associated to FP7, ie, Iceland, Liechtenstein, Norway, Switzerland, Israel, Turkey, Croatia and Serbia* Provided this minimum has been achieved, any number of additional participants from other countries can be included Natural persons may participate Sole participants composed of members that meet the criteria above can participate JRC may participate and is deemed to be from a different MS or Ac (same principles for international European interest organisations; and entities established under Community law, eg, a European Economic Interest Grouping) Additional conditions can be established by the work programme (WP) or specific programme (SP) (e.g. specific cooperation activities dedicated to ICPC) NB:Taiwan is not treatyed as part of the ICPC list. 19

  19. NCP簡介 • NCP （National Contact Point）國家聯絡據點，為歐盟會員國及其他第三國為參與FP計畫而設的各國在地聯絡組織。 • 目前歐盟各會員國有1262NCP，其他第三國有233NCP。 • NCP主要工作是提供該國產官學界人士有關FP計畫資訊，同時協助尋找可能之合作夥伴。 • 各國NCP的運作模式依國情不盡相同。 20

  33. (一)成功參與FP計畫－補助對象 • 申請資格 • 須符合本會專題研究計畫申請人資格 • 大專校院之專任教師及研究人員 • 本會認可之學術研究機構之專職研究人員 • 申請人研究團隊必須正式參與歐盟核准執行之科研架構計畫(Framework Program, FP6 or FP7 )，所屬機構須成為FP計畫之參與單位(Participant Organization)

  35. (一)成功參與FP計畫－補助經費 • 經費額度 • 每項計畫之補助經費額度以每年新台幣300萬元為上限 • 經費項目 • 合作研究計畫所需之相關經費，包括： • 業務費(含研究人力費及物品耗材費) • 研究設備費 • 出國差旅費 • 管理費等 • 評審原則 • 經本會確認研究團隊確實參與歐盟計畫，均給予經費補助 • 本會得視研究計畫之實際需求，核定補助金額

  36. (一)成功參與FP計畫－申請程序 • 申請方式 • 線上申請：循一般專題計畫之申請程序 • 勾選「國際合作計畫」並填寫I001-I003表格 • 依專題計畫線上申請彙整，由單位函送本會 • 送出前請先電話或Email 告知國合處承辦人員 • 申請日期 • 不限時間 • 申請人確認參與之歐盟科研架構計畫(FP6或FP7)核准後，即可向本會提出申請 • 注意事項 • 須檢附正式參與歐盟FP計畫之相關文件，並須於歐盟官方網站之計畫資料內列為參與機構(Participant Org.) • 本計畫不受一般題計畫補助件數之限制 • 研究成果歸屬計畫執行單位

  37. 國科會補助措施(二)參與FP先期規劃計畫 • 97年11月，國科會邀請12 所大學研發長就其校內具有潛力之雙邊合作研究人員提出先期規劃申請案25 件，共20件通過審查。 • 每案補助新台幣約六十萬元 • 主要目的為協助促成參與FP7計畫 • NCP-TW協助 • 教育訓練、申請文件、發送資訊予歐盟 39

  40. (二) 參與FP計畫之先期規劃計畫 (Cooking Proposal) • 目的 • 鼓勵台灣研究人員增加與歐洲國家之合作研究 • 鼓勵台灣研究人員尋找參與歐盟FP計畫之管道 • 提昇台灣國際合作研究由雙邊合作發展為多邊跨國合作研究 • 方式 • 補助先期規劃跨國合作研究計畫之相關經費 • 預期目標 • 成功參與歐盟國家之研究團隊，並以正式參與單位(Participant Organization) ，共同申請歐盟FP計畫

  41. (二)先期規劃計畫—補助對象 • 申請資格 • 須符合本會專題研究計畫申請人資格 • 大專校院之專任教師及研究人員 • 本會認可之學術研究機構之專職研究人員 • 有興趣參與歐盟研究團隊，並共同申FP計畫者 • 已執行國科會專題計畫，與歐盟國家已有雙邊合作之事實，並可能發展成為FP計畫者

  42. (二)先期規劃計畫—計畫內容 • 合作研究主題 • 應配合歐盟FP計畫之徵求計畫(calls)主題或正在執行中仍有二年以上之FP計畫 • 歐洲合作對象 • 過去已合作研究之實績 • 以具FP計畫經驗之Coordinator 與Participant 為優先合作對象 • 研擬FP計畫進行步驟 • 合作對象間之互訪或辦理小型座談會等 • 合作研究技術評析 • 研究主題之台灣與歐盟國家相對技術評析 • 參與此計畫對台灣學術及社會發展之助益 • 預期成功率 • 正式參與歐盟團隊，共同申請FP計畫之成功率

  43. (二)先期規劃計畫－補助經費 • 經費額度 • 以新台幣 70 萬元為上限 • 經費項目 • 規劃合作研究計畫所需之相關經費，包括： • 出國差旅費 • 人事費(助理或研究生) • 業務費(含邀請歐洲合作對象之訪台生活費及機票費) • 評審原則 • 未來合作FP計畫之可能性 • 研究主題之適切性及未來性 • 研究團隊執行國際合作計畫之能力

  44. (二)先期規劃計畫－申請程序 • 國科會公開徵求計畫 • 國科會每年定期辦理公告徵求計畫 • 申請資料 • 歐盟FP計畫先期申請書（如附件申請書表） • 與本計畫相關之FP參考資料 • 計畫主持人個人基本資料（國科會專題計畫制式表格）及歐方合作對象之簡歷 • 申請方式 • 備齊前述資料，由計畫執行單位以書面方式(正式公文檢附申請資料)提出申請 • 申請資料電子檔應一併檢送 • 截止日期 • 98年度計畫申請截止日期為 9月15日 • 以申請單位之公文發文日期為準
