  2. O Papel da SEPLAN – MT Contribuir para que exista uma Ação Coordenada do Governo , tendo como base um processo de Planejamento participativo e descentralizado e de um Sistema de Acompanhamento e Avaliação que viabilize a efetividade da Ação Governamental

Reforma do planejamento no Brasil Constituição Federal de 1988 • Art. 165 da Constituição de 1988 – definiu a forma de integração entre plano e orçamento através da criação de três novos instrumentos: • Plano Plurianual – PPA • Lei de Diretrizes Orçamentárias – LDO • Lei Orçamentária Anual - LOA

  7. Plano Plurianual – PPA • Estabelece, de forma regionalizada, as diretrizes, objetivos e metas da administração pública para as despesas de capital e outras delas decorrentes e para as relativas aos programas de duração continuada.

  8. Fundamentos do PPA • A partir dos Objetivos estratégicos organizar as ações finalísticas em programas • Proporcionar a alocação de recursos nos orçamentos anuais compatíveis com o plano e com o desempenho dos Programas • Melhorar o desempenho gerencial da administração pública • Estimular parcerias com Estados, Municípios e setor privado • Explicitar a distribuição regional de metas e gastos • Dar maior transparência à aplicação dos recursos e seus resultados.
