  2. I3HP Information • 29 activities: 12 JRA 7 + 1 Networking 9 Access • 48 contractors • 57 affiliated institutions • EU contribution 17 400 000 Euro JRA1 München

Negotiation Phase • assure that project has necessary financial and human resources to carry out the proposed work • set up project time tables define sets of deliverables • material for final submission: • annex1 "Description of Work" and "Additional Financial Information" • Contract Preparation Forms JRA1 München

  4. Contract Preparation • Contract preparation forms (CPF's) verify legal and financial status of participants • Contract core contract and annex 1, 2 and 3 • Consortium agreement legal basis for relationship and responsibilities between contractors JRA1 München

  5. Contract into Force • Commission draws up contract, sends 2 copies to coordinator (happened 23 March) • coordinator signs and returns to Commission • Commission signs and returns one copy to coordinator; withdate of signature by Commission the contract enters into force ( 1st week April ) • coordinator sends copy to the contractors, together with form to accede (3x) • contractors sign and return to coordinator who signs and delivers to Commission and contractors JRA1 München

Start of Project • contract enters into force with signature by Commission • the start of project is determined in the contract: for I3HP by negotiation this is 1. 1. 2004 • cost can be incurred on the project from the start date • since start date is prior to date of contract into force, future contractors take risk that contract might not be signed ( Æ no reimbursement) JRA1 München

  7. Governance • Coordinator of I3HP is INFN Frascati • 10 contractors are partners in JRA1 INFN, GSI, JLU-PIG, UHEI-PI, UMA, TUM, KFKI RMKI, JU, USL, UWNPD • representative of each contractor : Governing Board • spokesperson: Collaboration Committee JRA1 München

  8. Advance Payment • contribution is grant to the budget • payment to coordinator, who distributes to contractors • pre-payment (80%) for first period within 45 days after accession of last contractor • outstanding balance within 45 days following approval of reports JRA1 München

  9. Periodic Reports • cost reporting according to cost model (FC, FCF, AC) provided by each contarctor certification of cost (audit certificate) • activity report progress towards objectives and deliverables • reporting periods M1 – M12, M12 – M24, M24- M36 • special regulations for final report JRA1 München

Cost Models • FC - Full Cost all eligible direct and indirect cost • FCF - Full Cost with indirect flat rate all eligible direct cost and a flat rate of 20 % for indirect cost • AC - Additional Cost with indirect flat rate all eligible direct additional cost and a flat rate of 20% of all direct additional cost JRA1 München
