  4. No Child Left Behind MEETING THE CHALLENGE…

  5. HR Division NCLB Goal Increase student achievement by recruiting and hiring “Highly Qualified” teachers for all schools.

  6. HR Division NCLB Goal Provide principals and schools with the information to monitor progress towards having all core academic subjects taught by teachers deemed “Highly Qualified” by the end of the 2005-06 school year.

  7. NCLB requires that teachers… • Have a bachelor’s degree. • Have state certification. • Demonstrate subject matter competence

  8. NCLB Academic Core Subjects… • English • Reading/Language Arts • Mathematics • Science • Foreign Languages • Arts • Social Science • Economics • History • Geography • Civics/Government

  9. NCLB Core Subjects (cont.)….. Elementary teachers must demonstrate competence in reading, writing, mathematics, and other core academic subject areas of the elementary curriculum.

Definition of a “Highly Qualified” Elementary Teacher • “Not New”(Status before July 1, 2002) • Is enrolled in an approved intern program for • less than three years or holds a credential and • meets one of the requirements below: • Has passed a subject matter examination • certified by the California Commission on • Teacher Credentialing (CCTC) i.e., CSET. • or • 2. Demonstrates subject matter competence via the High Objective Uniform State Standard of Evaluation (HOUSSE) process.

Definition of a “Highly Qualified” Elementary Teacher “New” (Status on or after July 1, 2002) Elementary Teacher Is enrolled in an approved intern program for less than three years or holds a credential and has passed a subject matter examination certified by the California Commission on Teacher Credentialing, (CCTC) i.e., CSET.

Definition of a “Highly Qualified” Middle or Senior High School Teacher (“Not New”) Status before July 1, 2002 • Is enrolled in an approved intern program for less than three years or holds a full credential and meets one of the requirements below for every core subject currently assigned… • Passed a subject matter examination certified by the CCTC, (i.e., CSET) or • Completed a university subject matter program approved by the CCTC or • Holds an undergraduate major in the subject taught or • Holds a graduate degree in the subject taught or • Holds a coursework equivalent to an undergraduate major or • Holds National Board Certification (NBC) in the subject taught or • Demonstrates subject matter competence via the High Objective Uniform State Standard of Evaluation (HOUSSE) process.

Definition of a “Highly Qualified” Middle or Senior High School Teacher (“New”) Status on or after July 1, 2002 • Is enrolled in an approved intern program for less than three years or holds a full credential and meets one of the requirements below for every core subject currently assigned. • Passed a subject matter examination certified by the CCTC, (i.e., CSET) or • Completed a university subject matter program approved by the CCTC or • Holds an undergraduate major in the subject taught or • Holds a graduate degree in the subject taught or • Holds a coursework equivalent to an undergraduate major.

  14. Parents Right to Know Procedures Parents/guardians may request the following about their child’s teacher(s): • the teacher’s credential(s) status, degree(s) and major(s) • Reference Guide 808 – NCLB: Qualifications for Teachers

  15. Notification Procedures • Parents/guardians must be notified each time: • a non “highly qualified” teacher is assigned to their child’s classroom , in a core academic subject, for 4 weeks or more • includes extended substitutes in addition to full time teachers

  16. Notification Procedures LAUSD notification to be mailed by schools: • Waivers • Emergency Permits • Pre Interns • Extended Substitute Teachers (when applicable)

CALIFORNIA “HOUSSE” Elementary “Not New” Teachers(100 points verifies subject matter competence) • Experience in teaching core area: 10 points per year (max of 50 points) • 18 semester units in four core areas: 50 points • National Board Certification in: 60 points • Advanced degree: teaching/curriculum/assess: 60 points • Observations (On-line Stull Process): 20 points per observation • Standards Aligned Professional Development: 20 hours = 5 points • Leadership and Service: 1 year = 30 points

CALIFORNIA “HOUSSE” Middle and Senior High “Not New” Teachers(100 points verifies subject matter competence) • Experience in teaching core subject: 10 points per year (max of 50 points) • CCTC Supplementary Authorization: 50 points • Units in core subject 30 or 50 points • National Board Certification in subject: 100 points • Advanced degree: teaching/curriculum/assess: 60 points • Observations (On-line Stull Process): 20 points per observation • Standards Aligned Professional Development: 20 hours = 5 points • Leadership and Service: 1 year = 30 points

  19. Principal Certification and School Roster of Certificated Staff • Printed in March 2004 by all school sites • Roster of teachers indicating whether teacher were HQ • Signed by principals and sent to Specially Funded Prog. • Will be completed by principals in March 2005 (yearly) • All information will be available to schools via SIS
