  1. Region Allocation and Election Plans Having Successful Regional Elections

  2. In August Region Chairs will receive by mail • the allocation numbers for the region’s delegates to the Illinois Education Association Representative Assembly. • a date on which the allocation and election plans are due to the Election Committee Regional Councils are responsible for developing a plan.

  3. It is important that the Allocation and Election Plans be completed in a timely manner because they must be presented to and approved by the Region Council before being sent to the IEA Election Committee.

  4. IEA R.A. Allocation Plans must fit the ratio of 90 to 110 members per 1 delegate. Any local with 100 or more members is entitled to 1 delegate for each 100 members.

  5. Clusters of locals must maintain the same 90 to 110:1 ratio of members to delegates. For example: If locals with 50, 75, 61, 46, and 56 members respectively were clustered, the clustered locals would be entitled to 3 delegates to the IEA RA because the numbers add up to 288 members divided by 3 delegates equals a ratio of 96 members per 1 delegate which falls between 90 to 110 members per 1 delegate.

  6. A large local that is not clustered must fall within the same ratio. For example: A large local with 306 members is entitled to 3 delegates because 306 divided by 3 equals 102 which falls within the allowed ratio of 90 to 110 members per one delegate. If the ratio deviates from 90 to 110 range per delegate, a written rationale explaining the deviation must be submitted with the Allocation Plan. RATIONALE For example: If a local has 125 members and is not being clustered, its ratio would be 125:1 so the rationale would state that the local has more that 110 members and wants to elect its own delegate rather than being clustered.

  7. Delegate Allocation Plans MUST include: • Ratio of local/cluster • Number of delegates per local/cluster • District number and name of local • Signature of Region Chairperson and Vice Chairperson on each page • Date of Region Council approval

  10. Fill out Region and contact information on cover page • Fill out election calendar or use sample calendar where all dates and timelines meet election criterion • Be sure to include post office box number and city if ballots are returned by mail • Fill in date of Region Council approval • Include signatures of chair and vice-chair
